Oliver Hardy and Stan Laurel are vagabonds being chased by the police. They hide in the cellar of the mansion of a Quatermain-esque adventurer, Colonel Wilburforce Buckshot (James Finlayson), who departs for a safari in South Africa. The mansion is to be rented out until his return, but the staff sneak off for a holiday, leaving the house empty. The boys are surrounded by police and have to deceive a honeymooning couple wanting to rent the house. Ollie disguises himself as Buckshot and Stan disguises himself as both butler Hives and chambermaid Agnes.

Stan and Ollie work in a horn factory, where Hardy is already under stress from all the incessant noise. One worker (Eddie Borden) has already gone insane and is the latest casualty of the work environment. Ollie is sent home after developing "hornophobia" and starts going crazy each time he hears horns or horn-based musical instruments. A physician (Jimmy Finlayson) is called to treat Ollie and, warning Ollie that he could develop a more serious condition, "hornomania," he prescribes a relaxing boat trip and goat's milk. Ollie dismisses the idea because he is afraid to sail on the ocean, but Stan prescribes an alternative: they will simply rent a boat and keep it attached to the dock, getting all the sea air they can while never actually going out to sea. When Stan's trombone teacher (Eddie Conrad) arrives and Ollie, returning from a fight with the janitor (Ben Turpin) who messed up the plumbing, hears the music, goes berserk and throws the teacher out, he knows he should take that advice. Phoning the hotel manager to complain why that teacher was allowed in, Hardy is accidentally knocked out the window and into the street.

It iw Mr. Hood's birthday, and he has been eagerly anticipating a quiet dinner at home with his family. Darla then mentioned that she has invited her friends o the celebration: Alfalfa, Porky, and Philip. The well-meaning trio drive Mr. Hood to distraction with loud and interminable choruses of "Happy Birthday, Mr. Hood." Then they present their ill-conceived presents: a frog, a duck, and a cat. Again concocting an elaborate hooky-playing scheme, Spanky places a block of ice on the chest of his pal Alfalfa, who spent the night with him at his house. The strategy this time is to convince their mothers that Alfalfa has a bad cold or the flu, and that Spanky must remain by his side to nurse him back to health. In fact, the boys plan to go fishing the moment their mothers' backs are turned—and the scheme might have worked, had Buckwheat and Porky not spilled the beans to Spanky's mother.

Opening his own detective agency, Alfalfa dons a deerstalker cap and rechristens himself "X-10, Sooper Sleuth." His first assignment: to find out who stole a box of candy from Darla. Suspecting that Leonard and Junior are the alleged culprits, Alfalfa and his chief (and only) operatives Buckwheat and Porky put a tail on the two youngsters. Unfortunately, the three junior gumshoes are sidetracked to a seaside amusement pier, where they find themselves trapped in a spooky-themed fun-house. Having written of his football heroics in military school, Alfalfa returns home to a hero's welcome. But the fact is that Alfalfa never played a game in his life and borrowed Rex's, a classmate and football player's uniform to take a picture, angering him as well. No sooner has he stepped off the train than his old pal Spanky, manager of the gang's football team, informs Alfalfa that he's been slated to be star player in an upcoming gridiron battle—which is to be staged within the next few hours. Spanky, Alfalfa, Buckwheat, Porky, and Waldo are anxious to get out of school. They overhear the superindendant of the area schools talking with Miss Lawrence who wants to close the school for a week to attend a sister's wedding. She was initially denied stating that only an epidemic would justify closing school. So Spanky decides to stage a phony epidemic. This time, it is the measles, requiring the boys to paint blotches on their faces. The plan comes a-cropper when, while visiting the doctor (Sidney Bracey), the boys are led to believe that Buckwheat has been transformed into a monkey. Until the end of the film, Spanky thinks Buckwheat is still a monkey. That was when he found out that the superintendent changed her mind and decided to let Miss Lawrence to attend the wedding after all and the school would be closed for a week. Then Buckwheat comes out and they all learn that Buckwheat did not become a monkey.

Hoping to attract customers to Spanky's barnyard production of Romeo and Juliet, star performer Alfalfa proposes a "pay as you exit" policy: If the kids like the show, they'll pay the allotted one-cent admission on the way out. Alas, the show is nearly over before it starts when leading lady Darla walks out, complaining that Alfalfa has been eating onions (which, he insists, improves his splendid speaking voice). After stalling for time, Spanky hits upon a replacement for Darla: black youngster Buckwheat (who actually was supposed to be a girl a year before but morphed into a boy by this time), decked out in a glorious blonde wig. However, the ladder on Alfalfa gives way; Buckwheat saves him before he falls. When the ladder gives way again, Alfalfa tells Buckwheat to hold on tight, but the aroma of onions gets to Buckwheat, causing him to let go; Alfalfa then falls into the audience. When the audience leaves, Spanky admonishes him for his "pay as you exit" scheme. But pay they did and Alfalfa and Spanky eat onions as a toast to their success.
