Shortly after the dawn of the new millennium, during construction on the London Underground, workers penetrate an underground cave. A huge dragon emerges from hibernation, incinerating the workers with its flaming breath. The only survivor is a boy, Quinn Abercromby (Ben Thornton), whose mother Karen (Alice Krige) is the construction crew chief; Karen is crushed to death while protecting Quinn as the dragon climbs to the surface. It flies out of the Underground and more dragons appear, multiplying rapidly. Shown in newspaper clippings and a voiceover, scientists discover that dragons are a lost species responsible for the extinction of the dinosaurs by incinerating them and eating their ash, as well as ice ages. The dragons are speculated to hibernate after destroying most of the Earth's creatures until the planet repopulates. After the dragons' awakening humanity resists militarily, including a 2010 use of nuclear weapons; this, however, hastens the destruction and within a few years humans are nearly extinct.

Maurice Pogue (Carvey) has retrograde amnesia, a form of amnesia that prevents him from remembering anything that happened to him the day before. He realizes from a recording he made for himself the previous night (Sunday) – to keep himself in the know – that he's a private investigator in Los Angeles, and acquired the condition after being injured during a case. Pogue tells himself not to reveal his condition to anyone, as he's the key witness in the case against the man responsible for his amnesia. Appearing on the recording is a strange woman, Sarah Novak (Golino), who informs him she has been living under the alias Beth Holly in San Francisco, and she has come to L.A. because she is being blackmailed. The police then come to Pogue's office, and take him to what turns out to be his birthday party. He tells his friend Dolby (Jones) that he's seen Sarah, and learns from Dolby that Sarah is dead. While at the party, Pogue also meets Anthony Doover (Michael Murphy), his doctor – the only person who knows of Pogue's condition.

Five years after they left, the Antareans return to Earth to rescue the cocoons that were left behind. About 10,000 years ago, peaceful aliens from the planet Antarea set up an outpost on the planet Earth, on an island later known to mankind as Atlantis. When Atlantis sank, twenty aliens were left behind, kept alive in large rock-like cocoons at the bottom of the Atlantic Ocean. Now a group of Antareans have returned to Earth to collect them. Disguising themselves as humans, they rent a house with a swimming pool, and charge the water with "life force" to give the cocooned Antareans energy to survive the trip home. They charter a boat from a local captain named Jack (Steve Guttenberg) who helps them retrieve the cocoons. Jack likes Kitty (Tahnee Welch), a beautiful woman from the team who chartered his boat. When he spies on her while she undresses in her cabin, Jack is shocked when he discovers she is an alien. After the aliens reveal themselves to him and explain what's going on, he decides to help them.
