Princess Victoria of Kent is the heiress presumptive to the throne during the last years of the reign of her uncle King William IV. She is brought up under a strict set of rules devised by her mother (her father having died when Victoria was a baby), the Duchess of Kent, along with the comptroller of the Duchess's household, Sir John Conroy, who calls it the "Kensington System." Conroy hopes that William IV will die while Victoria is still a minor, which would mean that the Duchess would be appointed Regent, and he would be the power behind the throne through his considerable control of the Duchess. Victoria grows rebellious and resentful of her mother and Conroy's oppressive control of her every move. During an illness, her mother and Conroy attempt to force Victoria to sign papers that would make Conroy her personal secretary upon her majority. Although weak and ill, Victoria is strong enough to vehemently refuse this ploy, throwing the papers on the floor.

In the late 2020s the world is in turmoil, with the United States fractured as a result of prolonged conflict and a pandemic of the "St. Mary's Virus" ravaging Europe. The United Kingdom is ruled as a fascist police state by the Norsefire Party. Political opponents, immigrants, Muslims, homosexuals and other "undesirables" are imprisoned in concentration camps. On November 4, a Guy Fawkes-masked vigilante identifing himself as "V" (Hugo Weaving) rescues Evey Hammond (Natalie Portman), an employee of the state-run British Television Network (BTN), from members of the "Fingermen" secret police while she is out past curfew. From a rooftop, they watch his demolition of the Old Bailey criminal court building, accompanied by fireworks and the 1812 Overture. Inspector Finch (Stephen Rea), Scotland Yard's Chief of Police, is tasked with investigating V's activities while BTN declares the incident an "emergency demolition". V interrupts the broadcast to claim responsibility and urges the people of Britain to rise up against their government. He asks them to meet him exactly one year later, on November 5, Guy Fawkes Night, outside the Houses of Parliament, which he promises to destroy. During the broadcast, the police attempt to capture V. Evey helps him escape but is knocked unconscious.

He then travels to Madagascar in pursuit of Mollaka, a globe-trotting bombmaker-for-hire. Aided by Mr. White, who is a representative of a terrorist organization later revealed to be Quantum, Le Chiffre is introduced to Steven Obanno, a high ranking member of the Lord's Resistance Army in Uganda, and arranges to bank several briefcases full of cash for Obanno. Isabel (Katherine Borowitz), and Clara (Tara Fitzgerald) are growing up with terror. Although forcibly baptized, the sisters are chased through Christendom until they arrive in Venice. In Venice, Isabel organizes a secret passage in order to give refuge to the refugees who were fleeing away in the fear of the Inquisition. Isabel decides that, in order to be safe, her family must flee to Istanbul, the only place where Jews are not hated. But Clara refuses to leave, because she is in love with a Venetian named Paulo Zane (John Turturro). When Isabel somewhat tries to force Clara to move to Istanbul, Clara gets furious at the former and is almost ready to break all family ties with Isabel. Graham Young has been obsessed with death and the macabre since childhood. He is highly intelligent, with an aptitude for chemistry; he dreams of poisoning as many people as he can. In his teen years, he actually poisons a schoolmate — which made him ill rather than killing him — in order to date a girl his schoolmate was seeing. His conversation with his date involved vivid, graphic descriptions of deadly car accidents. He also reads a comic book account of an event in which the Dutch Resistance killed a whole German army camp in the occupied Netherlands during the Second World War by poisoning their water supply with thallium.
