Martin Spellman (born October 8, 1925 in Des Moines, Iowa), was an American child actor active in films during the 1930s and 1940s. He made his screen debut in Test Pilot where he had an uncredited role. After that, he played Skinny in Boys Town, starring Spencer Tracy and Mickey Rooney. His film career ended in 1941. He then enlisted in United States Army Air Corp during World War II.

The film opens up with a company of French Foreign Legionaries approaching a fort. From a distance it is perceived to be occupied, but upon closer inspection the bodies representing are found to be dead, only mounted for deception. However, a lone shot is fired from inside and two people investigate. One goes missing and the other finds a death note on one of the bodies admitting to the stealing of a valuable sapphire called the "Blue Water".

After being falsely accused of his brother Harry's murder Carl Pearson escapes from prison with the aid of another prisoner Duke Williams. Meanwhile wealthy aircraft manufacturer Roger Morgan makes plans to adopt Harry's son Bobby who is currently in the care of Ruth Adams, who is also Carl's fiancee. With his father dead young Bobby is the legal owner of valuable aircraft plans that Morgan wants to acquire. Carl's son is Johnny who is the owner of Rinty a prize tracking dog. The Police borrow Rinty in order to try to track Carl and Duke; but Rinty is less than cooperative in this effort. After a car accident leaves Ruth temporarily incapacitated, young Bobby wanders off. A canoe rescue and an encounter with a wild cougar follow. Arriving at the Pearson's cabin Carl recovers the plans, but Duke steals them in order to sell them. Eventually everyone else ends up at the cabin and the real killer is revealed. The killer tries to escape followed by Carl and Rinty in a climactic chase.

On the eve of his marriage to waitress Mary Roberts (O'Sullivan), taxi driver "Brick" Tennant is questioned as a murder suspect along with 120 other drivers, because a taxi served as the getaway car in a theater robbery in which a man was killed. When one of the witnesses swears that Brick and his friend Joe Linden (Baxter) were the killers, the district attorney (Ridges), eager for a conviction, brings the taxi drivers to trial even though Brick and Mary were in a church when the robbery took place. Although innocent, Brick and Joe are found guilty and sentenced to die on the electric chair. Mary, however, refuses to give up hope, and when she unearths a bullet from another robbery that was shot from the murder weapon, she convinces Police Lieutenant Everett (Bellamy) that the wrong men have been convicted. To prove Brick and Joe's innocence Everett and Mary search for the real culprits . As the time of his execution approaches, Brick is transformed from an idealistic youth into a man whose faith in the system has been shattered. On the day of the execution, Mary and Everett finally find the real culprits. The governor then pardons Brick, but although his life has been spared, his faith can never be repaired.

The story opens when a convicted murderer asks to make his confession on the day of his execution. The condemned man is visited by an old friend, Father Flanagan (Spencer Tracy) who runs a home for indigent men in Omaha, Nebraska. When the prison officials suggest that the condemned man owes the state a debt, Father Flanagan witnesses the condemned man's diatribe to prison officials and a reporter that describes his awful plight as a homeless and friendless boy who was a ward in state institutions. After the convicted man asks the officials to leave, Father Flanagan provides some comfort and wisdom. On the train back to Omaha, Father Flanagan is transformed in his humanitarian mission by revelations (echoed in the words) imparted by the condemned man's litany of hardships experienced as a child without friends or family as a ward of the state.
