The film begins aboard a luxury aircraft as Dr. Gropinger (Ron Moody) (an obvious parody of Henry Kissinger) travels on a goodwill tour. He misplaces his diary and is thrown into a panic as, without the diary, he no longer knows where he is or is supposed to be next. Stepping off the plane, he is shot dead after extending greetings in Hebrew to a congregation of Arabs. Soon after, the U.S. President (Joss Ackland in a caricature of Gerald Ford) receives a threatening letter signed only "Moriarty", claiming responsibility for the death. The letter also claims Moriarty has set in motion a plan that will allow him to gain control of the world. The president dispatches a top agent to London to work with the world's top law enforcement officials and find a strategy to combat Moriarty.

Framing Story Five strangers board a descending lift, one by one, in a modern office block in London. They reach the sub-basement, though none of them have pressed for that destination. There they find a large, elaborately furnished room which appears to be a gentlemen's club. The lift door has closed and there are no buttons to bring it back, nor any other exit. Resigned to waiting for help, they settle down with drinks and talk. The conversation turns to dreams, and each man tells of a recurring nightmare.

Dr. Anton Phibes (Vincent Price) was an expert in theology and music who was supposedly killed in a car crash in 1921, shortly after the death of his beloved wife, Victoria, during an operation. However, he survived the crash, horribly scarred by the accident and left unable to speak, forcing him to remake his face with prosthetics and use his knowledge of acoustics to regain his voice. Resurfacing in 1925, Phibes believes that his wife died a victim of incompetent doctors, and begins elaborate plans to kill them.

When an armoured car is robbed, in a daring daylight raid on London’s Tower Bridge, one of the gang hides the money in Barberini's Circus. The police begin investigating when people are found murdered by throwing knives. Norman Pitkin (Norman Wisdom) works at Scotland Yard as a car cleaner but dreams of becoming a policeman like his late father. The police reject his request to join the force but recruit him to work undercover in disguise as the double of a suspected jewel thief, an Italian crime boss who looks just like him. In addition to his criminal activities this man is a ladies' hairdresser. Norman disguises himself as the suspect and gains entry to his salon. Once inside, after some mishaps, he manages to find the stolen goods, knock out the suspect, wrap him up in a curtain/wall rug, and bring him to justice. As a reward, he is offered a permanent place in the police and marries his love, the ex-girlfriend of the man he brought to justice (whom had he rescued earlier in the film when she was attempting to commit suicide by jumping in the river).

A pair of newlyweds visit an old cottage for sale in the countryside, and listen to the housekeeper’s retelling of its macabre history. The previous owners had been menaced by paranormal activity, and when they called in a medium, discovered the apparition they’d seen was of an eccentric and vengeful scientist who once lived in the cottage. When Major Roy Bell (Walsh) and his company are trapped by the advancing German army, Bell decides to embark on a suicide mission to blow up a bridge which is of strategic importance to the enemy.
