Late one night, Donald Strachey is meeting a new client in a dark alley—one Paul Hale. Hale is very nervous, and before Strachey can calm what seems like paranoia, an incoming van approaches. Hale hands the private eye a $5,000 check for a retainer just before the speeding van separates the two. The next night, however, Paul Hale turns up dead. Both the coroner and Detective Bailey rule his death a suicide due to apparent evidence of alcohol and drugs nearby his body and in his bloodstream, but neither Donald nor Paul's mother are convinced of this. Phyllis Hale believes Paul was murdered. Strachey is determined to find out the truth about Paul's death. On the way to work the next morning, Strachey accosts someone who he believes is breaking into his office, but it turns out to be Kenny Kwon, who was fired during a confrontation between Strachey and his boss Nathan Zenck during a prior case. Kenny convinces Donald to hire him as Strachey Investigations' new office manager.

Virginia congressman Gene York (Michael Woods) and his attorney wife Karen (Faye Grant), after numerous failed attempts to have children, go to a nun-owned orphanage where they adopt a child that they name Delia from a nun named Sister Yvonne. At first, other than Delia scratching Karen and the later heart attack of the preacher overseeing her baptism, all seems normal. But seven years later, after the Yorks adopt a rottweiler that they name Ryder, Delia (Asia Vieira) starts to display the traits and personality of an increasingly violent and manipulative sociopath. Furthermore, as the family doctor Hastings reveals that she is going through puberty, strange events begin to occur around Delia, including the death of the father of a boy whom she terrorized. Jo Thueson, a New Age practitioner hired by the Yorks as a nanny to help while Gene runs for the Senate, senses something suspicious about Delia after finding her healing crystals blackened by the girl's touch.

Donnie Yen plays a hot-headed ex-cop named Dragon Yau whose attitude has got him in trouble with his bosses and his wife. The film begins in Seattle. Seattle police officers Madam Yeung Lai-ching (Cynthia Khan), Donnie Yen, and their Caucasian partner Peter Woods tail a group of Chinese cocaine dealers through a mall. Madam Yeung and Peter tail them to a seaport that night, where a shipment has just arrived from Hong Kong. Chinese workmen load crates into the drug dealers' truck. Madam Yeung, in defiance of Peter, acrobatically infiltrates the docks and enters the truck, but is caught by one of the workmen, Luk Wan-ting (Yuen Yat-chor). She convinces him that she's a stowaway illegal immigrant from Hong Kong, and he takes her to his nearby attic apartment, where he gives her some money to help her, as he and his brother too were illegal immigrants for seven years. He has just obtained legal ID cards for both of them. She tries to stealthily check in with Peter, who is tailing the cocaine dealers to an unknown location, but Luk grows suspicious and catches her.
