Quelques instants plus tard, des policiers entrent en force dans le garage et Bouchard est confronté à son ancien partenaire, Martin Ward (Colm Feore). Pendant qu'ils se battent, Bouchard explique que le chef du réseau de voleurs est absent du garage. Ward accepte de jouer au prisonnier en contrepartie d'une plus longue explication. Bouchard et Ward s'enfuient, les deux policiers simulant un enlèvement. Près d'un cours d'eau, Ward, officier de la GRC, explique à Bouchard, agent de la Sûreté du Québec, qu'il devient de facto son subalterne. Bouchard conteste, mais plie de crainte de perdre tout soutien. Il rajoute qu'il doit retourner auprès du chef du réseau, mais doit être blessé pour que les criminels croient à son histoire. Ward explique que lui aussi doit montrer des signes de lutte. Chacun inflige donc une blessure à l'autre. Ensuite, les adjoints de Ward se présentent sur les lieux ; Ward explique qu'il doivent agir comme si Bouchard s'était enfui et donc chercher des indices pour satisfaire les journalistes.

He died in the collapse of the Twin Towers on September 11 shortly after retiring from the Federal Bureau of Investigation (FBI) and taking the position of Director of Security for the World Trade Center. The composite CIA agent "Kirk" is shown dealing with various American allies, especially Northern Alliance leader Ahmed Shah Massoud, in Afghanistan. In addition, "Patricia", a CIA headquarters analyst, represents the views of the rank and file at CIA headquarters. The miniseries features dramatizations of various incidents summarized in the 9/11 Commission Report, and represented in high level discussions held within both the Clinton and Bush administrations. The final hour of the movie dramatizes the events of 9/11, including a re-creation of the second plane entering the World Trade Center, Tom Burnett's calls to his wife, and John Miller's reporting near the scene of the attacks. The film concludes with information about the recommendations of the 9/11 Commission, as well as the performance evaluation the Commission gave the government when it reconvened in 2005.

Grumpy is not amused, and even goes so far as to tell Funshine that if he doesn't understand that cheering up isn't making fun of, then maybe Funshine doesn't belong in Care-A-Lot. As a result, the Bears force Grumpy to apologize to the ursine comedian. Reading from a note, Tenderheart Bear realizes that Funshine has felt sorry for Grumpy and has gone in search of a place where his talents can be better appreciated. The other Bears are worried about his fate; as they cannot hold their Fair without him, they decide to look for him regardless and bring him back to Care-a-lot. Five of them— Tenderheart, Grumpy, Wish, Cheer and Share volunteer, while Laugh-a-Lot, Love-a-Lot, Friend, Good Luck, Bedtime and Champ stay home to get ready for the fair.
