In AD 180, Spanish-Roman General Maximus Decimus Meridius leads the Roman army to a decisive victory against the Germanic tribes near Vindobona, ending a long war on the Roman frontier and winning the favor of the Emperor Marcus Aurelius. A workhouse in Dunstable, England is visited by the wealthy governors who fund it. While a sumptuous banquet is held for them, the barefoot orphan boys who work there are being served their daily gruel. They dream of enjoying the same "Food, Glorious Food" as their masters. While eating, some boys draw straws to see who will ask for more to eat, and the job falls to a boy named Oliver Twist. He goes up to Bumble and Widow Corney, who run the workhouse and serve the gruel, and asks for more. Enraged, Bumble takes Oliver to the governors to see what to do with him ("Oliver!"). A decision is made to have Oliver sold into service. Bumble parades Oliver through the snow, trying to sell him to the highest bidder ("Boy for Sale"). Oliver is sold to an undertaker named Mr. Sowerberry, who intends to use him as a mourner for children's funerals. After his first funeral, Noah Claypole, Sowerberry's apprentice, insults Oliver's mother. Oliver attacks Noah in fury and Sowerberry forces him into a coffin while Noah fetches Bumble. Oliver is too angry to be intimidated by Bumble, who places the blame on not keeping Oliver on a diet of gruel, instead of meat, which made him strong. The film takes place in 1920, in the Midlands mining town of Beldover. Woodrow "Woody" Wilkins is an imaginative, yet eccentric, comic book writer and illustrator who demands a sense of realism for his comic book hero "Condorman", to the point where he crafts a Condorman flying suit of his own and launches himself off the Eiffel Tower. The test flight fails as his right wing breaks, sending him crashing into the Seine River. Later after the incident, Woody is asked by his friend, CIA file clerk Harry, to perform what appears to be a civilian paper swap in Istanbul. Upon arriving in Istanbul, he meets a beautiful Soviet named Natalia Rambova, who poses as the Soviet civilian with whom the exchange is supposed to take place, but it is later revealed that she is in fact a KGB spy. Woody does not tell Natalia his real name, and instead fabricates his identity to her as a top American agent code-named "Condorman". During the encounter, Woody fends off a group of would-be assassins and saves her life by sheer luck before accomplishing the paper trade. Impressed by Woody, and disgusted by how she was treated by her lover/boss Krokov when she returns to Moscow, Natalia decides to defect and asks the CIA to have "Condorman" be the agent that helps her.
