Lorsque des avions commerciaux s'écrasent dans des circonstances mystérieuses, la FAA a pour mission de trouver s'il y a un lien ou si cela est juste une grosse coïncidence. Alors que son patron pense qu'il est tout à fait farfelu, Neil pense qu'il connait l'avion qui est la prochaine cible. The original plot cast Davis as the title character, a chain smoking witch named Miranda, who has married Sam while his vegetarian daughter Jenny and son-in-law Steve are on vacation. They return to find their new stepmother has filled their refrigerator with meat and played havoc with their collection of herbs. To explain Davis' absence, the script was rewritten to introduce Miranda's daughter Priscilla, who takes on a human form while her mother's spirit inhabits the body of a cat. Priscilla then sets out to get Jenny who has figured out that there is something going on. She accuses her of messing up the kitchen while Jenny's on a bike ride. Priscilla ends up sleeping with Jenny's husband. The entire time she refuses to switch bodies with Miranda. Jenny then figures out that they're witches and tries to stop them from ruining her family.

Randy Bodek (Dempsey) is a rebellious college slacker, living with his girlfriend Jenny (Nancy Valen). Miles Campbell, recent graduate of a Christian divinity university, arrives in Salem, Massachusetts to become the local parson's assistant. He meets with his childhood sweetheart, baker Sara Lee, and plans to marry her. The main character, J.J. McQuade (Norris), is a former Marine and a Texas Ranger who prefers to work alone. He lives in an old trailer in the middle of nowhere with a pet wolf. The film opens with McQuade involved in an intense battle with Mexican bandits and a gang of horse thieves from which he emerges unscathed (saving several Texas State Troopers). Shaking off the dust, McQuade returns to El Paso, Texas to attend the retirement ceremony of his fellow Ranger and close friend Dakota (Jones). After the party, his commander attempts to curb his "lone wolf" attitude by insisting he work with local Texas State Trooper Kayo Ramos (Beltran), a tough but clean-cut and polite Latino. Although divorced, McQuade is on very good terms with his ex-wife, and loves his teenage daughter Sally. McQuade also seems to like Sally's boyfriend Bobby, who is enlisted in the US Army and is respectful of McQuade being a retired Marine.

Woodrow "Woody" Wilkins is an imaginative, yet eccentric, comic book writer and illustrator who demands a sense of realism for his comic book hero "Condorman", to the point where he crafts a Condorman flying suit of his own and launches himself off the Eiffel Tower. The test flight fails as his right wing breaks, sending him crashing into the Seine River. Later after the incident, Woody is asked by his friend, CIA file clerk Harry, to perform what appears to be a civilian paper swap in Istanbul. Upon arriving in Istanbul, he meets a beautiful Soviet named Natalia Rambova, who poses as the Soviet civilian with whom the exchange is supposed to take place, but it is later revealed that she is in fact a KGB spy. Woody does not tell Natalia his real name, and instead fabricates his identity to her as a top American agent code-named "Condorman". During the encounter, Woody fends off a group of would-be assassins and saves her life by sheer luck before accomplishing the paper trade. Impressed by Woody, and disgusted by how she was treated by her lover/boss Krokov when she returns to Moscow, Natalia decides to defect and asks the CIA to have "Condorman" be the agent that helps her.
