The movie begins with Sam, Alex and Clover starting their new lives in Beverly Hills, California. As each of them were about to cross paths outside a sushi restaurant, nearby WOOHP agents (including Jerry) purposely cause the giant sushi roll above the entrance to break off and chase after them, setting some nearby animals free in the process. The giant sushi roll, with the three girls log rolling on top of it, chases a baby pig to the street. The three girls are able to avoid it, save the life of the baby pig (which Alex later adopts and names "Oinky") and destroy the sushi roll before it causes any damage. After that, Alex, Sam and Clover introduce themselves and this starts their friendship when they later see each other again at their new school, meet the current principal Miss Skrich and their future rival Mandy and Dominique and Catlin. Clover offers her new friends a change of clothes after Mandy sprays them with a chai machine, but they find themselves sucked in through a locker and into one of the offices of WOOHP. It's there that they meet Jerry and fellow WOOHP agent Tad. Jerry reveals that WOOHP had been observing the three of them secretly since childhood, showing videos of each girl, and picking them as prime recruits for the organization. However, the girls are quick to reject the invite and refuse to join. However, they later are "forced" into training after each having traumatic experiences that seemingly relate to WOOHP. They agree to go through training and in 48 hours, complete the training.

In Monte Carlo, Marc, a handsome cardsharp, escapes American gangsters who have been ordered to kill him by the boss of a New York gang because he had an affair with the boss's wife. Marc hides in a mission for the poor where Barbara, a wealthy widow, finds him and hires him as her chauffeur. At Barbara's chateau, Melinda, Barbara's niece, becomes attracted to him. Marc discovers that Barbara is hiding her lover, Vincent, in the secret rooms and passageways of the chateau. She and Vincent (a bank robber sought by the police for murdering Barbara's husband) plan to murder Marc so that Vincent may use his passport in escaping to South America. Marc and Barbara begin an affair but are discovered by Vincent, who then kills Barbara but is himself killed by the American gangsters, who mistake him for Marc. Marc and Melinda plan to dispose of the two bodies, but when Melinda learns that Marc is planning to leave without her, she tricks the police into believing Marc guilty and forces him to hide in the chateau's secret rooms. He is her prisoner, just as Vincent had been her aunt's.

In an artist’s studio, rich Parisian art dealer Félicien Mézeray sees the old soldier Legrain, whose back has a tattoo by Modigliani. In Montauban in 1944, during the German retreat from France, Julien Dandieu is an ageing, embittered surgeon in the local hospital. Frightened by the German army entering Montauban, Dandieu asks his friend Francois to drive his wife and his daughter to the remote village where he owns a chateau. Roch Siffredi, chef de gang très en vue à Marseille, vient d'ouvrir un établissement somptueux qui lui promettrait des jours heureux dans cette ville, s'il ne venait d'enterrer son ami et associé François Capella à la fin du premier Borsalino. Il jure de le venger. Il apprend qu'un certain Giovanni Volpone, récemment arrivé à Marseille, est à l'origine du meurtre. Le commissaire Fanti passe voir Siffredi après la mort de Capella. Il constate la réussite du truand et admire le nouvel établissement : il a une certaine estime pour Roch, mais quand des évènements agitent le milieu, sa politique est de laisser les truands s'entretuer ! Il informe cependant Siffredi que Volpone est un homme dangereux : le gangster italien, semble avoir des ambitions sur la ville de Marseille; il a des moyens importants tant en hommes qu'en finance et des soutiens politiques efficaces dans la période qui précède la guerre. Volpone est en relation avec le fascisme international. Il a le projet de « nettoyer » la ville et d'en faire une base expérimentale pour préparer une ère nouvelle.
