Two years after the Battle of New York, Steve Rogers works in Washington D.C. for the espionage agency S.H.I.E.L.D. under Director Nick Fury, while adjusting to contemporary society. Rogers and Agent Natasha Romanoff are sent with S.H.I.E.L.D.'s counter-terrorism S.T.R.I.K.E. team, led by Agent Rumlow, to free hostages aboard a S.H.I.E.L.D. vessel from Georges Batroc and his mercenaries. Two years after their escapade in Las Vegas, Stu Price, Phil Wenneck, Alan Garner and Doug Billings travel to Thailand to celebrate Stu's upcoming wedding to Lauren. In 1905 Kansas, Oscar Diggs works as a magician in a traveling circus. An inveterate womanizer, Oscar flirts with the circus strongman's wife, and the strongman threatens him. Oscar escapes in a hot air balloon, but is sucked into a tornado that takes him to the Land of Oz. There, he encounters a kind and naive witch, Theodora. In 2029, aboard the United States Air Force space station Oberon, Leo Davidson works closely with primates who are trained for space missions. His favorite simian co-worker is a chimpanzee named Pericles. With a deadly electromagnetic storm approaching the station, a small space pod piloted by Pericles is used to probe the storm. Pericles's pod heads into the storm and disappears. Against his commanding officer's orders, Leo takes a second pod and goes in pursuit of Pericles. Entering the storm, Leo loses contact with the Oberon and crashes on a planet called Ashlar in the year 5021. In Gotham City, Batman stops a hostage situation in a bank caused by Two-Face, the alter ego of the disfigured former district attorney, Harvey Dent. However, Two-Face escapes. Edward Nygma, a researcher at Wayne Enterprises, develops a device to beam television directly to a person's brain; Bruce Wayne—with whom Nygma is obsessed—rejects the invention, noting that it "raises too many questions", and Nygma angrily resigns from his position after killing his supervisor Fred Stickley, and forging his suicide note and footage. Everybody except Bruce is convinced it was a genuine suicide. During a news report, it shows how Harvey Dent became Two-Face: While he was prosecuting Sal Maroni, Maroni threw acid in Harvey's face; Batman tried to stop him but failed. After meeting Batman-obsessed psychiatrist Dr. Chase Meridian, Bruce invites her to a charity circus event. There, Two-Face and his henchmen storm the event in an attempt to discover Batman's secret identity, and in the process murder The Flying Graysons, a family of acrobats who attempt to stop him. The youngest member, Dick, survives and throws Two-Face's bomb into the river to detonate safely underwater but the rest of the family dies.

In 1954, two U.S. Marshals - Edward "Teddy" Daniels and his new partner, Chuck Aule - travel to the Ashecliffe Hospital for the criminally insane on Shutter Island located in Boston Harbor as part of an investigation into the disappearance of patient Rachel Solando, incarcerated for drowning her three children. The sole clue is a note left by Solando, which reads: "The law of 4; who is 67?" Shortly after arrival, a storm prevents their return to the mainland for several days. Daniels finds the staff confrontational: the lead psychiatrist, Dr. John Cawley, refuses to hand over records of the hospital staff; Solando's doctor, Dr. Lester Sheehan, had left on vacation after her disappearance, and they are barred from searching Ward C and told that the lighthouse on the island has already been searched, so there is no need to search it. When a patient is being interrogated by Daniels, with a subterfuge she sends Aule away for a few seconds and scribbles "RUN" in Daniels' notepad.

At his son's wedding party, Edward Bloom (Albert Finney) tells the same tall tale he's told many times over the years: on the day Will (Billy Crudup) was born, he was out catching an enormous uncatchable fish, using his wedding ring as bait. She shows Don Price and another boy how they were going to die. They run away, frightened. When the witch shows Edward his death in her glass eye, he accepts it without fear. With this knowledge, Edward knew there were no odds he could not face.

U.S. energy giant Connex is losing control of key Middle East oil fields in a kingdom ruled by the al-Subaai family. The emirate's foreign minister, Prince Nasir (Alexander Siddig), has granted natural gas drilling rights to a Chinese company, greatly upsetting the U.S. oil industry and government. To compensate for its decreased production capacity, Connex initiates a shady merger with Killen, a smaller oil company that recently won the drilling rights to key petroleum fields in Kazakhstan. Connex-Killen ranks as the world's twenty-third largest economy, and antitrust regulators at the U.S. Justice Department (DOJ) have misgivings. A Washington, D.C.-based law firm headed by Dean Whiting (Christopher Plummer) is hired to smooth the way for the merger. Bennett Holiday (Jeffrey Wright) is assigned to promote the impression of due diligence to the DOJ, deflecting any allegations of corruption.

In Houston, 1913, nine-year-old Howard Hughes is warned by his mother of the diseases to which she is afraid he will succumb. Fourteen years later, he begins to direct the movie Hell’s Angels. However, after the release of The Jazz Singer, the first partially talking film, Hughes becomes obsessed with shooting his film realistically, and decides to convert the movie to a sound film. Despite the film being a hit, Hughes remains unsatisfied with the end result and orders the film to be re-cut after its Hollywood premiere. He becomes romantically involved with actress Katharine Hepburn, who helps to ease the symptoms of his worsening obsessive-compulsive disorder (OCD).

Iris Simpkins (Kate Winslet), a society column editor for The Daily Telegraph in London, has been in love with Jasper Bloom (Rufus Sewell) for over three years, despite his infidelities. When she finds out that he is engaged to the "other woman," Iris despairs over the state of affairs in her life. Meanwhile, Amanda Woods (Cameron Diaz), a workaholic who owns a company that produces movie trailers in Los Angeles, discovers that her live-in boyfriend Ethan Ebbers (Edward Burns) has been cheating on her with his 24-year-old secretary. She decides she wants to get away for the holidays and visits a home swap website on which Iris had previously listed her "quaint cottage in Surrey.” Amanda contacts Iris about her interest. Iris quickly agrees and the two agree to swap homes for two weeks.

At his son's wedding party, Edward Bloom (Albert Finney) tells the same tall tale he's told many times over the years: on the day Will (Billy Crudup) was born, he was out catching an enormous uncatchable fish, using his wedding ring as bait. Will is annoyed, explaining to his wife Joséphine (Marion Cotillard) that because his father lives in a fantasy world and has never told the straight truth about anything, he felt unable to trust him. He is troubled to think that he might have a similarly difficult relationship with his future children. Will's relationship with his father becomes so strained that they do not talk for three years. But when his father's health starts to fail from cancer, Will and the now pregnant Joséphine return to his hometown in Alabama to visit. On the plane, Will recalls his father's tale of how he braved a swamp as a child after he was dared by a few other children. He meets a witch (Helena Bonham Carter). She shows Don Price and another boy how they were going to die. They run away, frightened. When the witch shows Edward his death in her glass eye, he accepts it without fear. With this knowledge, Edward knew there were no odds he could not face.

At the 2002 World Winter Sport Games, rival men's singles skaters Chazz Michael Michaels (Will Ferrell), a skillful skater but raunchy sex addict, and Jimmy MacElroy (Jon Heder), an equally talented but sheltered and effeminate skater, tie for gold. An argument ensues, which develops into a fight on the awards podium, ending with the World Games mascot being set on fire. Eleven-year-old Mark Sway and his little brother, Ricky, are smoking cigarettes in the woods near their home when they encounter Mob lawyer Jerome Clifford. Clifford tells Mark that he is about to kill himself to avoid being murdered by Barry "The Blade" Muldanno, the nephew of notorious mob kingpin Johnny Sulari. Ricky becomes catatonic after witnessing the suicide and is hospitalized. U.S. energy giant Connex is losing control of key Middle East oil fields in a kingdom ruled by the al-Subaai family. The emirate's foreign minister, Prince Nasir (Alexander Siddig), has granted natural gas drilling rights to a Chinese company, greatly upsetting the U.S. oil industry and government. To compensate for its decreased production capacity, Connex initiates a shady merger with Killen, a smaller oil company that recently won the drilling rights to key petroleum fields in Kazakhstan. Connex-Killen ranks as the world's twenty-third largest economy, and antitrust regulators at the U.S. Justice Department (DOJ) have misgivings. A Washington, D.C.-based law firm headed by Dean Whiting (Christopher Plummer) is hired to smooth the way for the merger. Bennett Holiday (Jeffrey Wright) is assigned to promote the impression of due diligence to the DOJ, deflecting any allegations of corruption.
