The story begins with an adult Frank Walker telling an off-screen audience about his attendance at the 1964 New York World's Fair as a child. In the flashback, he meets David Nix, an official who is unimpressed with Frank's limited jet pack. Frank does draw the attention of a young girl named Athena. Seeing his potential, Athena gives Frank a pin embossed with a "T" symbol and tells him to follow her aboard the fair's "It's a Small World" attraction. Frank sneaks onto the ride, where his pin is scanned and he is transported into a futuristic cityscape known as Tomorrowland. He falls from a ledge, but straps on his jet pack and lands safely before Nix and Athena.

Blue macaws Blu and Jewel, and their three children, are living happily in the city until Jewel realises that her children are becoming more like humans. Meanwhile, Blu's former owner, Linda Gunderson and her ornithologist husband, Tulio are on an expedition in the Amazon and eventually discover a quick-flying spix's macaw that loses one of its feathers. When word gets out about this through television, Jewel believes that they should go to the Amazon to help find the blue macaws. Blu brings a fanny pack full of supplies, one of which he uses mostly is a GPS, much to Jewel's displeasure.

In 2044, 25-year-old Joe works for a Kansas City crime syndicate as a "looper." Since technology in the future has made it almost impossible to successfully dispose of murdered bodies, the syndicates use time travel which was invented in 2074 and subsequently outlawed. Managed by a man sent from the future named Abe, loopers kill and dispose of victims sent back in time whose faces are hidden by a bag. They are paid with bars of silver strapped to the target. To prevent connections to the use of illegal time travel, when a looper is retired, his future self is sent back to 2044 as a target for his younger self, but with gold bars as a payment. This event is referred to as "closing the loop" and signals the end of a looper's contract. Failing to close the loop is punishable by execution.

In the town of Ogden Marsh, Iowa, David Dutten (Timothy Olyphant), the local sheriff is enjoying a baseball game. His deputy, Russell Clank (Joe Anderson), spots Rory Hamill, a local resident (and the town drunk who's has been sober for two years), entering the outfield holding a shotgun. David, knowing his history, and owing to his behaviour, believes he has started drinking again. David is forced to shoot and kill the unresponsive Rory when he raised his weapon and aimed it at the Sheriff. David and his wife Judy (Radha Mitchell), the community doctor, begin to notice other town residents exhibiting bizarre behavior, including listlessness and repetitive speech. The next night, a local farmer burns his house down with his wife and son trapped inside, killing them. By the time firefighters and other townspeople arrive, he is found mowing his lawn while his house burns.
