Park Jae-sang (born December 31, 1977), better known by his stage name Psy (, ; ), stylized PSY, is a South Korean singer, songwriter, rapper, dancer, and record producer. Psy is known domestically for his humorous videos and stage performances, and internationally for his hit single "Gangnam Style." The song's refrain "Oppan Gangnam Style" (translated as "Big brother is Gangnam style", with Psy referring to himself) was entered into The Yale Book of Quotations as one of the most famous quotes of 2012.

On October 23, 2012, Psy met UN Secretary General Ban Ki-moon at the United Nations Headquarters where Ban expressed his desire to work with the singer because of his "unlimited global reach". On December 21, 2012, at around 15:50 UTC, his music video for "Gangnam Style" exceeded 1 billion views on YouTube, becoming the first and currently only video to do so in the website's history. Psy was subsequently recognized by the media as the "King of YouTube".

In December 2012, MTV noted Psy's rise from little-known to "global superstar", and, for being first in the YouTube-era to secure a place in pop culture history, hailed the singer as the "Viral Star of 2012". On December 31, 2012, Psy performed in a globally televised New Year's Eve celebration with American rap-artist MC Hammer on-stage in front of a live audience of over 1 million people in Times Square, New York City.

In fictional Oakton City, purple squirrel Surly and his mute rat partner, Buddy, reside in Liberty Park where their thieving reputation has made them outcasts. A group of urban animals led by Raccoon and his cardinal assistant, are running low on food for winter. Red squirrel Andie and gray squirrel Grayson, a self-styled hero, compete with Surly and Buddy to scavenge from a peanut cart manned by criminals Lucky and Fingers, who are casing a bank. The squirrels' efforts inadvertently end with the cart's propane tank exploding in the park and destroying the tree, where the animals store their food. Surly is banished and Buddy goes with him.

The video starts out with Crazy dancer Won Ah-yeon, fanning Psy, who is lounging at what looks like a sandy beach, under a sun umbrella and holding a cold drink, but the camera zooms out to reveal he is actually at a playground. The video then alternates between the playground, where a boy (Hwang Min-woo) dances next to him; and a row of horses in stalls, where Psy performs his signature "invisible horse dance". As Psy (and two girls) walk through a parking garage, they are pelted by pieces of newspaper, trash, and snow. At a sauna, he rests his head on a man's shoulder, dressed in blue, while another man covered in tattoos is stretching. He then sings in front of two men playing Janggi (Korean chess), dances with a woman at a tennis court, and bounces around on a tour bus of seniors. The scenes alternate quickly until there is an explosion near the chess players (portrayed by Big Bang members Seungri and Daesung), causing them to dive off the bench. Psy immediately walks towards the camera, pointing and shouting "Oppan Gangnam Style". The chorus starts as he and some dancers perform at a horse stable. He dances as two women walk backwards. He dances at the tennis court, a carousel, and the tour bus. He shuffles into an outdoor yoga session and on a boat. The camera zooms in on a woman's rear end, then shows Psy "yelling" at it.

Troubled by the growing worldwide trend of pop singers being elected as politicians, the President of South Korea orders his Chief Secretary to invoke "Emergency Act 19". This new law criminalizes all pop singers, and the army is deployed on the streets of Seoul to round them up. One pop star, Hong Kyung-min, is arrested while performing a concert, but his angry fans mob the soldiers as they try to take him away. The Chief Secretary's teenage daughter, Min-ji, is amongst the fans, and leading her idol to safety gives him her phone number. Kyung-min finally makes a getaway with his friend and fellow pop star, Kim Jang-hoon.
