After observing the launch of a new space platform, Z.O.W.I.E. (Zonal Organisation World Intelligence Espionage) Chief Lloyd C. Cramden joins President Trent (Andrew Duggan) for a game of golf. While on the links they are interrupted by a small group, two women disguised as boys and an actor disguised as an old man, all from the Fabulous Face organization. Discreetly substituting the presidential golf ball with a small gas bomb they succeed in temporarily immobilizing the presidential party and replacing the president with the now-undisguised actor, who has been surgically altered to look exactly like him. The Fabulous Face organization has conceived a plot to gain control of the world and run it entirely by a group of women led by Elisabeth (Anna Lee); Cramden has more-or-less inadvertently stumbled upon this world-domination plot. The women want to establish a matriarchy, and the first step in their plan is to gain control of a US space facility in the Virgin Islands. Elisabeth has established the spa there as a cover. The women establish their headquarters near the rocket base to brainwash their male-oriented sisters by planting tape recorders in their hair dryers.

Skeffington rose from poverty in an Irish ghetto to become mayor and former governor, and is skilled at using the power of his office and an enormous political machine of ward heelers to receive support from his Irish Catholic base and other demographics. Rumors of graft and abuse of power are widespread, however, and the Protestant bishop, newspaper publisher Amos Force (John Carradine), banker Norman Cass (Basil Rathbone), and other members of the city's traditional elite the Irish Catholics replaced oppose Skeffington; so does Martin Burke (Donald Crisp), Catholic cardinal, Skeffington's childhood friend. Rocky Jones attempts to save the inhabitants of a planet about to collide with a moon. The empress of the planet, however, is suspicious. While Rocky and his crew finally succeed in evacuating the planet in time, Cleolanthe's pride and vanity are a major hindrance. Finally, however, as the last of the planet's population leaves, Cleolanthe arrogantly declares that she will stay behind. Her assistant, however, refuses to allow this, and literally picks her up and carries her on board Rocky's own ship. She watches in despair as the moon crashes into her planet, the two bodies destroying one another instantly. As the ship heads for the new home that has been chosen for her people, Cleolanthe finally realizes that she had been wrong, and that, as one of her underlings has stated, it is the people that make a nation, not the land itself. She finally reconciles with Rocky and his crew, and sincerely thanks them for their efforts in her behalf and that of her people. This marks the end of the character Cleolanthe in the Rocky Jones series. Succeeding episodes contain a new villain.

Bent on revenge for the death of his father and the theft of their ranch, young Bill Walton rides into town seeking the aid of his uncle. As he rides into town, he takes a bullet meant for gambler Matt Daggett and across the street lies his uncle, victim of the gambler's gun. Dagget looks on Bill as 'good luck' and nurses him back to health and gives him the job of training "Blue Chip", the fastest quarter horse in the west, for a big race. Bill doesn't know that Dagget plans to fix the race and put his own money on another horse at heavy odds. Quartered at the nearby ranch of John Grant, Bill meets Jerri Marshall, daughter of Bob Marshall, who lost "Blue Chip" to Daggett in a crooked gambling deal. Grant gets mixed up in a stage coach robbery and killing and rides back to the ranch with Daggett henchman Red Roper. When Roper tries to molest a woman, Bill bluffs him with an empty gun and forces him back to town. Roper is arrested for the killing and implicates Grant. Incited by Daggett, who fears exposure as the outlaw leader, a paid mob breaks into the jail and both Grant and Roper are hanged, but Grant, barely able to touch a plank with the toe of his boot, clings to life until Bill finds him and cuts him down. On the day of the race, Daggett lures Bill away from "Blue Chip" long enough for a wire to be twisted around the horse's leg at the fetlock. "Blue Chip" goes lane partly through the race but races on in agony and wins. Daggett tries to hide his treachery by blaming the lameness on a broken leg and draws his gun to shoot the horse. Marshall intervenes and is shot by the gambler. Bill discovers the wire and now also knows that Daggett is the outlaw leader responsible for his father's death and the hanging of his friend Grant. Bill heads for the saloon to confront Daggett. Just as the gambler turns to fire on Bill, Grant appears. When the smoke clears both Daggett and Grant are dead.
