Richard John De Angelis (June 24, 1932 – December 28, 2005) was an American actor and comedian best known for his role as Colonel Raymond Foerster on TV's The Wire.

Born in Boston, DeAngelis served in the Navy and worked as an accountant before attending acting school at the age of 38. He graduated in 1983 from the University of Maryland, College Park with a degree in theater.

De Angelis began his entertainment career as a comedian under the pseudonym "Richie Roach", appearing in numerous commercials, radio spots, and print advertisements over a forty year span. He also played minor roles in several major motion pictures, including 1984's Chances Are and John Waters' A Dirty Shame.

On December 28, 2005, De Angelis, who had been suffering from prostate cancer, died at his home in Silver Spring, Maryland of heart failure at the age of 73.

Young D.A. Louie Jeffries is hit by a car and dies in 1964, but manages to slip by the pearly gates and is instantly reborn. In 1987, 23 years later, his widow Corinne still misses him, ignoring the frustrated devotion of his best friend Phillip Train, who has pretty much raised his only daughter Miranda as his own. Miranda, while a student at Yale University meets Alex Finch, who works in the library but is about to graduate. After graduation, Alex schemes his way into the office of newspaper editor Ben Bradlee, at which time he meets Phillip, a journalist at Bradlee's newspaper. When Phillip brings Alex to meet the Jeffries family, Alex quickly realizes he is in fact Corinne's dead husband reborn.

The film revolves around three characters who work in television news. Jane Craig (Hunter) is a talented, neurotic producer whose life revolves around her work. Jane's best friend and frequent collaborator, Aaron Altman (Brooks), is a gifted writer and reporter ambitious for on-camera exposure who is secretly in love with Jane. Tom Grunick (Hurt), a local news anchorman who until recently was a sports anchorman, is likeable and telegenic, but lacks news experience and knows that he was only hired for his good looks and charm. He is attracted to Jane, although he is also intimidated by her skills and intensity.

At the start of the story, the death of Associate Justice Stanley Moorehead has created a vacancy on the United States Supreme Court. The new appointee turns out to be Ruth Loomis, a staunch conservative, who is confirmed as the first female US Supreme Court Justice. She and Associate Justice Daniel Snow, a committed liberal and many years older than Loomis, clash intellectually on just about every judicial issue before them. One case involves a pornographic film and arguments about freedom of speech. With time, the two characters develop a liking and respect for each other.
