After serving in Europe during World War II, Herbie Brown (Lou Costello) and Slicker Smith (Bud Abbott) return to the United States aboard a troop ship. Also onboard is their old nemesis, Sgt. Collins (Nat Pendleton). As the ship nears New York, Collins and his superiors search the men's belongings for contraband. A six-year-old French orphan, Evey (Beverly Simmons), whom Herbie and Slicker befriended, is found in Herbie's duffle bag. She is handed over to Lt. Sylvia Hunter (Joan Fulton), who delivers her to immigration officials in New York. However, during a shift change at the office, Evey is mistaken for a neighborhood kid and set free. Meanwhile, Herbie and Slicker are back to their pre-war occupation of peddling ties in Times Square. Collins is also back at his old job--a police officer assigned to the same beat. He is about to arrest the boys when Evey shows up and helps them escape.

Set during WWII, journalist Joan Kenwood (Jane Russell), whose Air Corps photographer husband was killed on an air mission, returns to New York City from England. Capt. Bart Manson Robinson (Edward G. Robinson) is the captain of an oil tanker during World War II, who rescues Katherine Hall (Lynn Bari) when her ship is sunk by a German U-boat. The couple marry, but Manson's ship is subsequently sunk as well. Hall becomes a prime suspect for involvement as she was carrying no identification when rescued. However Manson later discovers that his First Mate Fred Adamson (Victor McLaglen) is in fact a German agent responsible for the sinking, and Hall is cleared of any culpability.

Two aging men Goodwin and Johnson (Mitchell and Qualen) are fishermen in their spare time. They are trying to buy a new boat, but their Brooklyn pier is controlled by Goff, a gangster (Garfield), who extorts "protection" money of $5 a week from them. Goodwin's daughter (Lupino) falls in love with Goff who learns that Goodwin has tried to persuade her to holiday in Cuba. After he demands $190 from them, the sum Goodwin had promised his daughter, the fishermen plan to kill the gangster. Neither though can go through with the act. When the gangster realises what they intend to do, he attempts to strike one of them but falls into the sea and drowns. Goff turns out to have been a wanted man in five cities, and they recover the extorted money.
