In the early years of the Second World War, aeronautical engineer Barnes Wallis is struggling to develop a means of attacking Germany's dams in the hope of crippling German heavy industry. Working for the Ministry of Aircraft Production, as well as doing his own job at Vickers, he works feverishly to make practical his theory of a bouncing bomb which would skip over the water to avoid protective torpedo nets. When it came into contact with the dam, it would sink before exploding, making it much more destructive. Wallis calculates that the aircraft will have to fly extremely low (150 feet (46 m)) to enable the bombs to skip over the water correctly, but when he takes his conclusions to the Ministry, he is told that lack of production capacity means they cannot go ahead with his proposals.

Theodore Honey (James Stewart), an eccentric "boffin" with the Royal Aircraft Establishment, is working on solving a difficult aviation crash problem. A widower with a 12 year old daughter, Elspeth (Janette Scott), Honey is sent from Farnborough to investigate the crash of a Rutland Reindeer airliner in Labrador, Canada. He theorizes the accident happened because of the tailplane's structural failure, caused by sudden metal fatigue after 1440 flight hours. To test the theory in his laboratory, a rear airframe is being vibrated at a very high rate in daily eight-hour cycles.

During World War II, well-connected, Harvard-educated Lieutenant Gregg Masterman (Robert Taylor) enjoys his cushy posting as junior aide to Rear Admiral Stephen "Old Ironpants" Thomas (Charles Laughton), playing tennis and arranging social events. During a chance encounter, he gives bad advice to up-from-the-ranks Lieutenant Commander Martin J. Roberts (Brian Donlevy) out of spite. As a result, Thomas gives Roberts command of an obsolete, World War I-vintage destroyer, the Warren. To his dismay however, Masterman finds himself assigned by Thomas as Roberts' new executive officer. When Masterman learns that Henry Johnson (Walter Brennan), the ship's civilian caretaker, was a member of the Warren's original crew, he helps him reenlist and serve aboard his beloved ship.

The story begins with an ageing, alcoholic woman (Vivien Leigh) being clapped into debtors' prison in the slums of Calais. In 1895, the Royal North Surrey Regiment is called to active service to join the army of Sir Herbert Kitchener in the Mahdist War against the forces of The Khalifa (John Laurie). Forced into an army career by family tradition and fearful he might prove a coward in battle, Lieutenant Harry Faversham (John Clements) resigns his commission on the eve of its departure. As a result, his three friends and fellow officers, Captain John Durrance (Ralph Richardson) and Lieutenants Burroughs (Donald Gray) and Willoughby (Jack Allen), show their contempt of his perceived cowardice by each sending him a white feather attached to a calling card.
