Pierre suffers from amnesia after a war-time accident in which he might have killed a young Vietnamese girl while crash-landing his stricken plane. His nurse, Madeleine, lives with him in a low-key but potentially romantic relationship. When Pierre sees Cybèle, a young girl in distress as her obviously loveless father is dropping her off at an orphanage, he befriends her. Each of the two is lonely, childlike, and in need of a supportive friend. Eventually, he pretends to be the girl's father, which allows her to escape the locked orphanage for a day, and he shares every one of his Sundays with her for months.

Despite knowing of her jealous fiancé Andre's strong contempt for beauty contests, typist Lucienne "Lulu" Garnier (Louise Brooks) (along with many other hopefuls) mails two photographs of herself to enter the Miss France contest sponsored by the Globe newspaper. Upon further consideration, she tries to withdraw, but it is too late: she has already been chosen as a finalist. When she wins, she has to travel to Spain immediately to compete for the crown of Miss Europe without having an opportunity to break the news to Andre. When he finds out, he rushes to the train station too late.

In 1921 in a street called Melchiorgasse in the poor part of Vienna, Austria, there are only two wealthy people: the butcher Josef Geiringer and Mrs. Greifer, who runs a fashion boutique and a nightclub, patronized by wealthy Viennese. Annexed to the nightclub is Merkl Hotel, a brothel to which the women of the nightclub bring their clients. The film follows the lives of two women from the same poor neighborhood, as they try to better themselves during the period of Austrian postwar hyperinflation. They are Marie, who becomes a prostitute, and Grete, who at the last moment, is saved from that fate.
