Samuel So Man-Sing (born 28 June 1966) is a Hong Kong screenwriter, novelist and film lecturer. Apart from working with film directors, such as Tsui Hark
, Alfred Cheung and Wilson Yip, he also working with comic artists, such as Andy Seto. He also acting as a lecturer (part-time) in Hong Kong Baptist University, Academy of Film (Higher diploma year 2 & year 3, course title: Screenwriters on Screenwriting).

This movie takes place in a mall where two young men and other people work. They do not seem to get along very well due to a lack of customers. One night the two young men give an apparently dying businessman a soft drink, which is in actuality an experimental Iraqi biological weapon that turns him into a flesh-eating zombie. Returning to the mall, the man escapes and begins infecting the population, forcing a small group of misfits to band together in order to survive.

Wong Fei-hung, Clubfoot and "13th Aunt" cross the Pacific Ocean to America to visit Bucktooth So, who has opened a Po-chi-lam clinic there. While traveling by carriage through the wilderness, they pick up a friendly cowboy named Billy, who is almost dying of thirst. When the party stops to have lunch, a bunch of hostile Native Americans ambush them. Wong, Clubfoot and 13th Aunt escape unharmed but their carriage slides off a cliff and falls into a river. 13th Aunt and Clubfoot are rescued and taken to Bucktooth So's clinic. However, Wong hits his head on a rock and loses his memory as a consequence. He is saved by a Native American tribe.

During the early 1970s, the ICAC has not been established in Hong Kong yet and the city was swamped with corruption and widespread poverty. Police sergeant Wong Yat-chung (Ti Lung) is very upright and justice and refuses to partake with his corrupt colleagues and thus, he is marginalized from everyone else at the police station. During an operation, Wong's subordinate Sam Mok (Simon Yam) shoots Wong in the back heavily injuring him. Meanwhile, Governor Murray MacLehose delegates Sir Barry Drainage to investigate the corruption happening in Hong Kong. Drainage's assistant Annie Ma (Maggie Cheung) also enlists Wong for help. After investigating, Wong discovers that Mok was forced to shoot him earlier. Wong then recruits Mok alongside two elite cadets from the police academy to assist him in gathering evidence of corruption groups and begins Hong Kong's first strike against corruption.

A criminally insane scientist, Ryuichi Sakamoto (Lam Chung), transfers his mind into a cyborg and immediately commits a series of rapes and murders. The scientist Dr. Sara (Hiu-Dan Hui) transfers Selena's brain into a cyborg named Eve-27, then copies her own persona into a robotic assistant named Ann (Amy Yip). The cyborg-robot team pursue the criminal Sakamoto by investigating a series of murdered prostitutes.
