The film's beginning has General George S. Patton (George C. Scott) giving a speech to an unseen audience of American troops (based on his speech to the Third Army), with a huge American flag in the background. The scene then shifts to North Africa at the start of 1943, where Patton takes charge of the demoralized American II Corps in North Africa after the humiliating defeat at the Battle of the Kasserine Pass. After instilling discipline in his soldiers, he leads them to victory at the Battle of El Guettar, the first American victory over the Axis, though he is bitterly disappointed to learn afterward that Erwin Rommel (Karl Michael Vogler), whom he respects greatly as a general, was not his opponent. Patton's aide, Captain Jenson, is killed in the battle. Shortly after the battle, a new member of his staff, Lieutenant Colonel Codman assures Patton that, though Rommel was absent, that if Patton defeated Rommel's plan, then he had defeated Rommel.

Best friends and nerds Lewis Skolnick and Gilbert Lowe enroll in Adams College to study computer science. They are kicked out of the freshmen dorms by the Alpha Betas, a fraternity composed primarily of football team members, after the Alpha's carelessly burn down their frat house. At a psychiatric hospital, former Chief Inspector Charles Dreyfus (Herbert Lom) is largely recovered from his obsession to kill the new Chief Inspector Jacques Clouseau (Peter Sellers) and is about to be released when Clouseau, arriving to speak on Dreyfus' behalf, drives Dreyfus insane again. Dreyfus promptly escapes from the asylum and once again tries to kill Clouseau by planting a bomb while the Inspector (by periodic arrangement) duels with his manservant Cato (Burt Kwouk). The bomb destroys Clouseau's apartment and injures Cato, but Clouseau himself is unharmed, being lifted from the room by an inflatable disguise. Determining a more elaborate plan is needed, Dreyfus enlists an army of criminals to his cause and kidnaps nuclear physicist Professor Hugo Fassbender (Richard Vernon) and the Professor's daughter Margo (Briony McRoberts), forcing the professor to build a "doomsday weapon" in return for his daughter's freedom.

The Driver (Ryan O'Neal) - real name unknown - has made a career out of stealing cars to use as getaway vehicles in big-time robberies all over Los Angeles. Hot on the Driver's trail is the Detective (Bruce Dern), a conceited and otherwise-nameless cop who has his own name for the Driver: "Cowboy." Since the Driver has never been caught, the Detective goes to ever-increasing lengths to bring him down. Ultimately, the Detective sets up a bank job in order to bait and trap the Driver.
