As a Klingon moon, Praxis, explodes without warning, the starship USS Excelsior, commanded by Captain Hikaru Sulu, is struck by the shock wave and its crew discovers that much of the moon has been obliterated. The loss of their key energy production facility and the destruction of the Klingon homeworld's ozone layer throws the Klingon Empire into turmoil. No longer able to maintain a hostile footing, the Klingons sue for peace with their longstanding enemy, the United Federation of Planets. Accepting the proposal before the Klingons revert to a more belligerent approach, Starfleet sends the USS Enterprise-A to meet with the Klingon Chancellor, Gorkon, and escort him to negotiations on Earth. Enterprise 's captain, James T. Kirk, whose son David was murdered by Klingons years earlier, opposes the negotiations and resents his assignment.

Brenda Andersen (Barbara Eden) is an overprotective single mother from Iowa, who does not want her 18-year-old son Jimmy (David Kaufman) to follow in the footsteps of her late husband (who died in a parachute accident in Vietnam) by becoming an Airborne paratrooper in the US Army. Hiroshi Hada, a Japanese businessman in a troubled marriage, sees a woman being groped in a crowded Tokyo subway. He is fascinated by the fact that she moans silently, involuntarily orgasms, but does not cry out or let people know she is being sexually molested. When Hada is transferred to Los Angeles, he has too much to drink at a business party and tries to imitate what he saw by groping a Caucasian school girl while riding a crowded bus. After a random attack the night before by a local gang known as "The Scullions" and their infantile leader Zed McGlunk (Bobcat Goldthwait), Chief Henry Hurst (George R. Robertson) arrives at the 16th precinct and notifies its captain, Pete Lassard (Howard Hesseman) that the precinct is the worst in the city. In 2273, a Starfleet monitoring station, Epsilon Nine, detects an alien force, hidden in a massive cloud of energy, moving through space towards Earth. The cloud destroys three of the Klingon Empire's new K't'inga-class warships and the monitoring station en route. On Earth, the starship Enterprise is undergoing a major refit; her former commanding officer, James T. Kirk, has been promoted to Admiral and works in San Francisco as Chief of Starfleet Operations. To control the oceans, Lord Cutler Beckett executes anyone associated with piracy and uses Davy Jones to destroy pirate ships. Condemned prisoners sing “Hoist the Colours” to compel the nine Pirate Lords to convene at Shipwreck Cove to hold the Brethren Court. However, Captain Jack Sparrow, one of the Lords, never named a successor. Captain Barbossa, along with Will Turner, Elizabeth Swann, Tia Dalma, and the crew of the Black Pearl, plot to rescue Jack from Davy Jones’ Locker. Travelling to Singapore, the crew meet Sao Feng who owns navigational charts to the Locker. Beckett’s soldiers invade, but the crew escape, Feng and Turner making a deal to give Jack to Feng so he in turn can use the Pearl to rescue his father Bootstrap Bill from the Flying Dutchman. The crew successfully rescue Jack, but find themselves trapped in the Locker, encountering dead souls, including Elizabeth’s murdered father Governor Swann. They learn the Dutchman must have a captain, and their heart must be cut out to captain the vessel.

The wedding of Will Turner and Elizabeth Swann is crashed by Lord Cutler Beckett of the East India Trading Company, who has arrest warrants for the couple along with Commodore James Norrington, for allowing Captain Jack Sparrow to escape custody. Norrington resigned after his crew died in a typhoon. Elizabeth is imprisoned, but Beckett promises to free her if Will tracks down Jack and brings him his magic compass which points to whatever the holder wants most. Shortly after, Governor Swann tries to escape Port Royal with Elizabeth but is captured. Elizabeth negotiates with Beckett to let her escape to find the compass herself.

Daisy Rain goes to her apartment in the Lusman Arms, a former luxury hotel undergoing renovations, and is beaten to death with a hammer by a man wearing a balaclava.
