On the morning of September 11, 2001, four al-Qaeda terrorists Ziad Jarrah, Saeed al-Ghamdi, Ahmed al-Nami, and Ahmed al-Haznawi pray in their respective hotel rooms before arriving at Newark Liberty International Airport. The quartet wait at a gate after getting through security to board San Francisco-bound United 93. After 40 minutes of delay due to traffic the plane takes off, flown by captain Jason Dahl and first officer Leroy Homer, with all four terrorists on board.

In 2027, after 18 years of global human infertility, civilization is on the brink of collapse as humanity faces extinction. The United Kingdom, the only stable nation with a functioning government, is deluged by asylum seekers fleeing the chaos and war which have taken hold around the world. In response, Britain has become a militarized police state as British government forces round up and detain immigrants. Theo Faron, a former activist turned cynical bureaucrat, is kidnapped by the Fishes, a militant immigrants' rights group. They are led by Theo's estranged wife, Julian Taylor, from whom he separated after their son's death.

Stephen Wilson, aka "The Eye" (Ewan McGregor), spies on office workers in the neighboring building having sex, then humiliates them by sending photos of their tryst to their colleagues. From the beginning, Stephen appears to be slightly off kilter, having used a gunstock to take aim at the office workers and later pining over an old photo of his estranged daughter's elementary school class. On the back of the photo is written "Guess which one is your daughter, you asshole! Go Fuck Yourself. Margaret!" Not knowing which girl is his daughter, he randomly chooses one to call "Lucy".
