During the late 19th century, an unidentified Chinese man robs the Bank of England. To evade the police, he becomes the valet for Phileas Fogg, an inventor, taking the pseudonym Passepartout. Phileas, just before Passepartout arrived, had been trying to break the 50-mph speed barrier, and after succeeding with the help of Passepartout, they head to the Royal Academy of Science. There, Fogg is insulted by the other "brilliant minds", in particular William Thomson, 1st Baron Kelvin, who believes that everything worth discovering has already been discovered. Phileas is pressured into a bet to see whether he can travel around the world in 80 days. If he wins he will become Minister of Science in Lord Kelvin's place, if not he will destroy his lab and never invent anything again. Phileas and Passepartout start their journey around the world, taking a carriage and leaving London after a confrontation with Inspector Fix, a corrupt officer hired by the Royal Academy of Science to stop them.

In 1899, men dressed as German soldiers, using a large armored vehicle and wielding machine guns, attacked the Bank of England and stole Leonardo da Vinci’s layouts of Venice’s foundations. Shortly after, led by their leader the “Fantom”, men dressed as British officers, again using highly advanced technology for the time, kidnapped German scientists and destroyed a factory, causing tension between the United Kingdom and Germany, which could lead to an international war. Sanderson Reed (Tom Goodman-Hill) of the British Empire ventures to Kenya, visiting a Gentleman's club to recruit world-renowned hunter and adventurer Allan Quatermain (Sean Connery). Quatermain, retired and mourning the loss of his son after his last adventure, has no interest in serving the British Empire further. After armed men attempt to assassinate Quatermain, he is left with no-other choice but to agree to go with Reed to London and meet with Reed's superior officer to help keep the threat of a war from spilling into Africa.

The movie opens with Peter Burton (Cusack) and best friend Tim Garrity (Spader) nervously awaiting the results of Peter's congressional election. The two had met seven years earlier following an argument in the parking lot at law school. After discovering that they are to be roommates, the men become close friends. Tim, who comes from an affluent family, plans a career with the Department of Justice, a fact that doesn't sit well with his girlfriend, Diana (Imogen Stubbs), the daughter of Senator Stiles (Widmark). The couple end their relationship before Tim has a chance to propose. Charlotte Church stars as a young girl who is blessed with a beautiful, natural singing voice although that is generally unknown. Her character was conceived (literally) the night her mother met a Scottish rock star (Craig Ferguson), but the couple fell out of touch and her dad never knew he had a daughter. Much later, he is "sectioned" after a motorcycle accident is viewed as a suicide attempt, and he meets his now 16-year-old daughter while confined to a psychiatric hospital. Her mother felt she had been betrayed by this guy and also has a father who is an old rocker she believed had also failed her so she does not want her daughter to be involved in what she sees as the decadent world of rock music. In spite of her mother's attempts to keep her apart from it though she and her dad get to know each other and become the family they should have been all along.

Lucy, Kit, and Mimi are three friends who live in a small Georgia town. While children, they bury a "wish box" in the ground, and vow to dig it up on the night of their high school graduation, also pledging to stay best friends forever; however, as they grow up, their friendship fades due to their different approaches of high school. On the night of their graduation, they keep their promise and get together to open the "wish box". In 1888, Mary Kelly (Heather Graham) and her small group of London prostitutes trudge through unrelenting daily misery. In October 1962, U-2 surveillance photos reveal that the Soviet Union is in the process of placing missiles carrying nuclear weapons in Cuba. President John F. Kennedy (Bruce Greenwood) and his advisers must come up with a plan of action to prevent their activation. Kennedy is determined to show that the United States will not allow a missile threat. The Joint Chiefs of Staff advise immediate U.S. military strikes against the missile sites followed by an invasion of Cuba. However, Kennedy is reluctant to attack and invade because it would very likely cause the Soviets to invade Berlin, which could lead to an all-out war. Citing The Guns of August, Kennedy sees an analogy to the events that started World War I, where the tactics of both sides commanders had not evolved since the previous war and were obsolete, only this time nuclear weapons are involved. War appears to be almost inevitable.
