Michael Bannon (Michael Sarrazin), a wealthy but bored businessman and candymaker, issues the code word "Gumball" to his fellow automobile enthusiasts, who gather in a garage in New York City to embark on a coast-to-coast race "with no catalytic converter and no 55-mile-per-hour speed limit," in the shortest amount of time and only one rule: "There are no rules." Their nemesis, LAPD Lieutenant Roscoe (Normann Burton), also learns of the race and most of the film is devoted to the adventures of the various driving teams and Roscoe's ineffectual attempts to apprehend them. A number of running gags ensue – the Jaguar that will not start; the silent Lapchik's (Harvey Jason) numerous mishaps; Italian race driver Franco Bertollini's (Raúl Juliá) frequent detours to seduce beautiful women – as well as some stunts and driving sequences. The race ends at the Queen Mary in Long Beach, California where the finishers celebrate their adventures and the defeated Roscoe sulks off to one side – until a fleet of police cars and tow trucks, summoned by Roscoe, arrive to impound the Gumball vehicles. Roscoe had contrived to see to it that all of them were guaranteed to be illegally parked once the post-race party in the parking lot ran past 11 PM. Bannon congratulates Roscoe on his final victory (final because Roscoe, who has been after Bannon and Smith since they were in high school, has reached mandatory retirement) and again utters the command "Gumball" to initiate a race back to New York.

A series of interweaving stories tell the journey of a handgun—specifically, a long-barreled revolver with a blue-steel finish, whose caliber is not specified—as it passes from one owner to another. Some of these owners are lawless; others are law-abiding and, indeed, law enforcers. But in all the time it passes between its various owners, it is never actually fired (aside from the one test-firing it underwent at the factory) and is never shown actually to discharge any ammunition.

It is just before dawn in Seattle. A man dons dark glasses and gloves and loads a 9mm silenced automatic handgun. He drives into town, where he shoots a policeman (Officer Philip Forsell; in the film the character is identified only as Hyatt) on his beat, then drives to a police impound yard and shoots the officer on duty (dialogue identifies him as Wally Johnson). At a luncheonette, as he washes his hands, he momentarily flashes a police badge belonging to Detective Sgt. Stan Boyle (William Bryant). When a car pulls up, Boyle goes outside and gives the driver a satchel containing the 9mm and proceeds to his own car – but is shot in the back by the unseen driver.

While J.D. Cahill (John Wayne), a widower and U.S. Marshal, is away from home, his two sons Danny (Gary Grimes) and Billy (Clay O'Brien) aid Abe Fraser (George Kennedy) and his gang to escape from jail and to rob a bank. The town's sheriff is shot and killed during the robbery. Billy hides the stolen money while his brother and the rest of the gang return to locked jail cells as an alibi. When Cahill returns, he and Danny look for the perpetrators with the help of half-Comanche tracker Lightfoot (Neville Brand). Cahill arrests four suspects and although they are innocent, they are found guilty and scheduled to be hanged. While on the tracks of the kids, Cahill and Lightfoot are ambushed by Brownie (Dan Vadis). Lightfoot hurts him but is eventually killed. Cahill's sons try to return the gang's share of the money to Fraser, resulting in a showdown between Cahill and his boys on one side and Fraser's gang on the other.

Eleven-year-old Napoleon (Johnny Whitaker) lives with his grandfather (Will Geer). The old lion has bad teeth and only drinks milk so they put Major in the chicken cage to look after him. When Napoleon's grandfather dies of old age, Napoleon asks a young grad student named Danny (Michael Douglas) to help bury his grandfather. Uncertain about his future Napoleon runs off with the lion, a pet rooster, and his friend Samantha (Jodie Foster) to try to find Danny, now a goat herder who lives in the mountains, and so Napoleon can avoid being sent to an orphanage.

À Washington DC, le capitaine de police Frank Matthews a arrêté le meurtrier et violeur Paul Sanderson. Lors de son procès, son avocat W. W. Le couple est abattu alors qu'il se trouvait au lit. Frank est le premier suspecté et, malgré son recours à un avocat, le même avocat qui avait défendu Sanderson, il est appréhendé. Pour lui, la culpabilité de Sanderson ne fait aucun doute. Il réussit à s'échapper et va retrouver Sanderson dans sa résidence en Pennsylvanie. Lors de leur affrontement, il réussit à obtenir ses aveux et au moment où Sanderson s'apprête à le tuer, Madame Sanderson mère l'en empêche. Innocenté et de retour à Washington, Frank doute de ses lendemains dans la police.
