Eleven-year-old Napoleon (Johnny Whitaker) lives with his grandfather (Will Geer). He and his grandfather adopt a lion named Major when by chance they meet an old clown who cannot take him back to Europe. The old lion has bad teeth and only drinks milk so they put Major in the chicken cage to look after him. When Napoleon's grandfather dies of old age, Napoleon asks a young grad student named Danny (Michael Douglas) to help bury his grandfather. Uncertain about his future Napoleon runs off with the lion, a pet rooster, and his friend Samantha (Jodie Foster) to try to find Danny, now a goat herder who lives in the mountains, and so Napoleon can avoid being sent to an orphanage.

Ben (Charles Bateman), his girlfriend Nicky (Ahna Capri), and Ben's young daughter K.T. (Geri Reischl) are driving through the American Southwest to K.T.'s grandmother's house for a birthday celebration. They come upon an automobile accident in the town of Hillsboro, and when they attempt to report it, they meet the local sheriff, (L. Q. Jones), his assistant Tobey (Alvy Moore), Doc Duncan (Strother Martin), and a priest (Charles Robinson). These locals explain the unusual events in the town which involve several murders, the inability of the people to leave the town, and that many of the local children have gone missing.

A census taker (James MacArthur) arrives in the Texas town of Cold Iron, with a population of 789. He goes into the local bar for a cold beer, and tells the bartender the town has an unusual number of citizens named "Jonas" and "Reprisal." He observes a painting above the bar of a violent street fight. Robert "Dutch" Holland (James Stewart) is a professional baseball player with the St. Louis Cardinals,. A B-29 bomber pilot during World War II, he is also an officer on inactive status in the United States Air Force Reserve. During spring training in St. Petersburg, Florida, he is recalled to active duty for 21 months. He reports to his posting at Carswell AFB, a bomber base in Fort Worth, Texas to qualify in the Convair B-36. He arrives in civilian clothing because his old uniforms are those of the old U.S. Army Air Forces. This is to the great displeasure of General Hawkes (Frank Lovejoy), the commander of SAC.
