Ward Perry (March 20, 1970) is a Canadian voice actor who has voiced characters for a number of anime dubbed by the Ocean Group in Vancouver, Canada. He is mostly known as the voice actor of Dragonball Z villain Dr. Wheelo, Rowen of the Strata in Ronin Warriors, and Geese Howard in the Fatal Fury animations.

The plot revolves around G.I. Joe, America’s daring, highly trained special missions force. The Joes have just perfected a new technology: Mind Interface Remote Control (MIRC), which allows soldiers to flawlessly command vehicles from a safe distance. The title refers to the fact that the two opposing forces, the G.I. Joe Team and Cobra, make use of spies to achieve their objectives. Cobra sends Zartan, to infiltrate G.I. Joe headquarters posing as Shipwreck, and steal the MIRC technology. The Joes send Shipwreck and Snake Eyes to the enemy's camp, after learning about what happened. The Joes then organize an assault on Cobra Mountain and successfully regain the technology, destroying Cobra's base and chopper in the process.

Hitomi Kanzaki is plagued by sleepiness and experiences very unusual and strange dreams. She is depressed and wants nothing more than to disappear. Ryan Jeffers suffers a disability to his leg, preventing him from trying out for sports and fitting in with other kids at school. He is currently the waterboy of his school's football team and has a crush on the quarterback Brad's girlfriend. He often seeks escape through comic books and dreams of adventure, hiding the depression of his disability from his mother. One day, the owner of his favorite restaurant, his friend Ming gives him a manuscript of Tao, representing the five elements; Earth, Fire, Water, Wood and Metal, and advises Ryan to live his life no matter his physical limits. That night, Ryan and his best friend Chucky are approached by Brad and his friends and they suggest an initiation for their group. Leading them to a water plant, Ryan is told he needs to cross a narrow pipe in order to sign his name on a wall of graffiti. Ignoring Chucky's protests, Ryan attempts to cross the pipe, but a water pipe opens up and throws him into the water.
