The second movie in the Reel FX series has Cobra kidnapping the G.I. Joe commander General Hawk for nefarious purposes. Doctor Mindbender has invented a method to transform humans, into feral man-beasts that heed Cobra’s bidding. Mindbender calls the process "Venomization", wherein human DNA is fused with animal DNA. Cobra Commander’s plan is to brainwash and mutate Hawk into becoming the Venomized troops’ leader. Additionally, the Joe Team is in possession of a magnetic cannon, capable of delivering a cargo almost anywhere in the world, which is exactly the tool Cobra requires to Venomize the human population.

The plot revolves around G.I. Joe, America’s daring, highly trained special missions force. The Joes have just perfected a new technology: Mind Interface Remote Control (MIRC), which allows soldiers to flawlessly command vehicles from a safe distance. The title refers to the fact that the two opposing forces, the G.I. Joe Team and Cobra, make use of spies to achieve their objectives. Cobra sends Zartan, to infiltrate G.I. Joe headquarters posing as Shipwreck, and steal the MIRC technology. The Joes send Shipwreck and Snake Eyes to the enemy's camp, after learning about what happened. The Joes then organize an assault on Cobra Mountain and successfully regain the technology, destroying Cobra's base and chopper in the process.

After attaining his drivers licence on his 16th birthday, naive-teenager Vert Wheeler discovers the Deora II Hot Wheels car. The door on the front of the car opens, and a monitor shows a recording of a mysterious man named Dr. Peter Tezla, inviting him to a competition called the World Race: a contest between seasoned professionals and talented drivers. Driving to a secret location in the Californian desert, the drivers are informed of the race along an interdimensional racetrack called “Highway 35″, created by extraterrestrial beings called Accelerons. At the end of the race is the Wheel of Power. Tezla himself tried to retrieve it himself remotely with little success. His plan is to use the drivers, with their unique driving abilities, to retrieve the wheel on his behalf. To enter the Highway, each driver must be doing 300 mph (with the help of an enhanced Nitrous system called Nitrox2) at specific points around the world. During the start, Vert immediately starts a rivalry with Taro Kitano, leader of the Scorchers team; and Lani Tam, a driver of another Wave Rippers car like Vert’s.
