Billy Jack (Tom Laughlin) is appointed a United States Senator to fill out the remaining term of another Senator. It is hoped that he will quietly vote the party line, but his term in the Senate runs into trouble when he proposes a bill to fund a national youth camp which happens to be on the property where a nuclear power plant is also being proposed. His fellow Senator Joseph Paine (E. G. Marshall) claims to oppose nuclear power but is secretly taking graft to influence his votes in favor, and moves to try to keep Billy Jack out of the way when the bill is being debated.

The film chronicles Twyman's and Stokes's relationship from Stokes's rookie year in the NBA up until his death. Stokes and Twyman were teammates on the Rochester Royals during the 1950s (during which time the team located to Cincinnati). Stokes fell ill three days after the last game of the 1957-58 NBA season, in Minneapolis. Stokes drove to the basket, drew contact and fell to the floor, hit his head, and was knocked unconscious. He was revived with smelling salts, and he returned to the game.

With diplomatic tensions building and the United States facing a possible military confrontation with China, Air Force One mysteriously crashes in the desert while heading to California, killing U.S. President Jeremy Haines (Tod Andrews). While the crash is being investigated, Vice-President Kermit Madigan (Buddy Ebsen) steps up as Acting President. Unfortunately, Haines had left him uninformed of current foreign policies. Madigan must now rely on the former President's aides to fill him in on information he lacks, but the aides have their own agendas. National Security Adviser George Oldenburg (Rip Torn) claims that Haines was preparing to go to war if the Chinese did not back down, while career diplomat Secretary of State Freeman Sharkey (Raymond Massey) asserts that Haines was pursuing a peaceful solution to the problem with China. Madigan's wife Hester (Mercedes McCambridge) sees this as an opportunity to advance his career, but the Washington political community doubts his competence. In dealing with growing tensions and conflicting advice, Madigan struggles to avoid a nuclear war with the Chinese. Meanwhile, it develops that President Haines was not aboard the crashed plane after all.

In 1909, there is a raid on the McCandles family ranch by a gang of ruthless outlaws led by John Fain. They kidnap Little Jake, the grandson, leaving a ransom note and heading back for Mexico, where they have been hiding out. Martha, the head of the family, is offered the help of both the army and the Texas Rangers in hunting the gang. She replies that this will be "a harsh and unpleasant kind of business and will require an extremely harsh and unpleasant kind of person to see it through." In Cleveland, Ohio, at the time of the assassination of Martin Luther King, Jr., protesters riot in the streets. Johnny Wells (Max Julien), a charismatic black revolutionary, leads a group of black men on a mission to steal guns from a warehouse as preparation for violent racial conflict. Johnny's best friend Tank (Julian Mayfield), who formerly worked at the steel mill with several of the men, is supposed to help with the robbery, but when the group goes to his house, they find him drunk and watching the television coverage of King's funeral. Tank is a middle-aged, unemployed alcoholic who supported King's non-violent approach, which the others have rejected in favor of violent revolution. It is later revealed that Tank lost his longtime job at the steel mill when he attacked a white co-worker who harassed the black mill workers. As a result, Tank was sent to prison and since being released, has been unable to find work. The black revolutionary group is going through a deeper radicalization, and they see Tank's inconsistent behavior as threatening to their cause.
