In 2028, multinational conglomerate OmniCorp revolutionizes warfare with the introduction of robotic peacekeepers capable of maintaining law and order in hot spots such as Iran. Led by CEO Raymond Sellars, the company moves to market its tech to domestic law enforcement, but the passage of the Dreyfus Act, forbidding deployment of drones on U.S. soil, prevents this. Aware that most Americans oppose the use of military systems in their communities, Sellars asks Dr. Dennett Norton and his research team to create an alternative. The result is a proposal for a cyborg police officer. However, Norton informs Sellars that only someone who is stable enough to handle being a cyborg can be turned into one, and some candidates are rejected.

In 2169, people are born genetically engineered with a digital clock on their forearm. When they turn 25 years old, they stop aging and their clock begins counting down from one year; when it reaches zero, that person "times out" and dies. Time has become the universal currency; it is used to pay for daily expenses and can be transferred between people or capsules. The country has been divided into "time zones" based on the wealth of the population. The film focuses on two specific zones: Dayton - a poor manufacturing area where people generally have 24 hours or less on their clock at any given time - and New Greenwich - the wealthiest time zone, where people have enough time on their clock to live for centuries.

After finishing a long shift, nurse Ana returns to her suburban neighborhood and her husband, Luis. Caught up in a scheduled date night, they miss an emergency news bulletin. The next morning, a neighborhood girl enters their bedroom and kills Luis, who immediately reanimates as a zombie and attacks Ana. She flees in her car but crashes and passes out. Beck (Dwayne "The Rock" Johnson) is a "retrieval expert", a bounty hunter who collects debts for a man named Walker (William Lucking). He is dispatched to a nightclub to retrieve a championship ring from a football player, and after doing so is assaulted by one of Walker's other collectors. Angry, he confronts Walker and tells him that he wants out of the business. Walker talks him into one last bounty - retrieve Walker's son Travis (Seann William Scott) from a small mining town in Brazil and Walker will give him enough money to open his own restaurant. Beck accepts and leaves for Brazil. When Beck arrives in the town of El Dorado he meets with the man running the mining operation, Mr. Hatcher (Christopher Walken). Hatcher gives Beck his blessing to grab Travis, but reneges when he finds out that Travis has discovered a missing golden artifact called "El Gato do Diabo". Beck confronts Hatcher and his men in the local bar and leaves with Travis. On the way back to the airfield, Travis forces their Jeep off the road and into the jungle. There he tries to escape but is re-captured by Beck. After an unfortunate encounter with some local monkeys, the two find themselves in the camp of the local resistance movement.

In 2027, after 18 years of global human infertility, civilization is on the brink of collapse as humanity faces extinction.
