Tezuka Productions Co., Ltd. (株式会社手塚プロダクション, Kabushiki-gaisha Tezuka Purodakushon) is a Japanese animation studio founded by Osamu Tezuka in 1968. His son, Macoto Tezuka has the goal to extend Tezuka's manga series with new issues and publish posthumous works.

Toby Tenma is a teenager who lives in the futuristic city-state Metro City, which floats above the polluted "Surface". Toby's father, Dr. Tenma, is a famous roboticist and head of the Ministry of Science, but has a distant relationship with his son. Dr. Tenma meets the city's obstructive leader President Stone to demonstrate a new defensive robot called the Peacekeeper. To power it, Tenma's friend Dr. Elefun unveils the Blue and Red Core, two energy spheres which have opposing positive and negative energy. Stone has the destructive Red Core placed into the Peacekeeper, causing it to go berserk, leading to Toby being disintegrated after sneaking into the room.

In the beginning of this film, Leo is an adult and has just learned that his mate, Lyra, has just given birth to twin cubs: Lune (pronounced Lu-Ney) and Lukio. Dans un monde futuriste, la Terre est devenue un monde extrêmement pollué, à cause notamment des armes nucléaires. Sur Batei, une île au milieu de l’océan, se sont installés les Fumoons, des "nouveaux humains" à l'apparence de petits être bleus engendrés par la pollution. Ils ont créés leur base dans les profondeurs de l’île, belle et florissante autrefois, mais dont la surface est aujourd’hui un désert pollué par des guerres entre plusieurs nations qui voulaient la posséder...

As "another story" set after the end of the original manga, the plot starts after Astro is found on an asteroid after his final act to save Earth (shown in the 1960s anime). The robot boy is rescued by the three members of Ravex, and he is miraculously revived by "Space Jack". The newly revived robot is named "Ratom" - built by combining Rock with Astro, and equipped with the power of music.
