Toei Company, Ltd. (東映株式会社, Tōei Kabushiki-gaisha) (pronounced toe ay) is a Japanese film, television production, and distribution corporation. Based in Tokyo, Toei owns and operates thirty-four movie theaters across Japan, studios at Tokyo and Kyoto; and is a shareholder in several television companies. It is notable for anime, live action dramas known as tokusatsu which use special visual effects, and historical dramas (jidaigeki).

The name "Toei" is derived from the company's former name "東京映画配給 (Tōkyō Eiga Haikyū)" (Tokyo Film Distribution Company).

Kumi Taguchi is a model who leaves her boxer boyfriend after he sustains an injury. She meets and quickly marries Hideo, the heir to a corporate empire. Hideo's father, Takehiko, lusts after Kumi. Takehiko sends his son away, ostensibly on a business trip, but actually so that he can be murdered by Takehiko's henchmen. Takehiko seduces Kumi, but is frustrated when she refuses to perform oral sex on him. Angered, Takehiko forces Kumi to undergo surgery in which her clitoris is transferred to her throat, thereby requiring that she engage in oral sex in order to have an orgasm. Hideo, the supposedly murdered son, returns having paid off his assassins. Hideo shoots and kills his father, but Kumi grabs the gun and kills Hideo so that she can inherit the family's fortune.

The film begins as Takuma (Terry) Tsurugi meets the condemned murderer Tateki (Junjo) Shikenbaru while disguised as a Buddhist monk. Tsuguri applies his "oxygen coma punch" to Junjo, causing him to collapse just before he can be executed. As Junjo is rushed to a hospital, Tsurugi and his sidekick Rakuda (Ratnose) ambush the ambulance and free him. As Tsurugi and Ratnose watch the incident on the news, Junjo's brother Gijun and sister Nachi arrive and plead for more time to pay for Tsurugi's help. Outraged, Tsurugi refuses and attacks the siblings. Gijun accidentally kills himself when Tsurugi dodges his flying kick, causing him to go out of a window, and Nachi is sold into sexual slavery through Renzo Mutaguchi.

Following the previous film, Shozo Hirono is serving seven years in prison and Akira Takeda was released from prison on a technicality. Takeda then united all the families in the Hiroshima region, shed their yakuza image, and formed the Tensei Coalition political party. In August 1965, Takeda is leader as Chairman, Katsutoshi Otomo is Vice Chairman, Tamotsu Matsumura is Managing Director, Hideo Hayakawa is Secretary General, and Shoichi Eda a Director. Hirono's men get into an altercation with some low-level Tensei members. Elder yakuza Otomo and Hayakawa demand the instigators should have to commit yubitsume, however, after a vote the Coalition agrees to let Matsumura handle discipline on account of wanting to avoid the rituals tied to yakuza for their public image. In 1966, Hirono's friend Terukichi Ichioka has a Tensei financial adviser killed and attends the funeral, angering Otomo who openly vows to take him on. However, Takeda threatens that anyone who responds to the attack will be expelled from Tensei.

Noburo Uchimoto, Shozo Hirono and Shinichi Iwai recruit Hidemitsu Kawada and Tomoji Okajima, the usually neutral leader of the Gisei Group, to their side. When Masakichi Makihara's men kill a member of Hirono's family he wants to go after Yamamori himself, however retired yakuza and Hirono's adviser Kenichi Okubo stops him. Akira Takeda threatened Okubo to keep Hirono in Kure, as Yamamori has fled to Hiroshima City while Makihara's men stay to fight Hirono's.

In one scene, two nuns are forced to strip to the waist and whip each other severely with heavy floggers. Later, Takigawa is tortured and whipped by a group of nuns armed with rose-thorns.

On her way to Club Mandarin, she visits her uncle (Harry Kondo), who operates a restaurant, and her cousins Jerry (Tatsuya Nanjo) and Remi (Nami Tachibana). At Club Mandarin, she receives a red rose, the signal to look for Lee's partner in the investigation, Fanny Singer (Xiè Xiù-Róng). When assassins for Central Export abduct Fanny, Tina takes them on singlehandedly, but they manage to capture Fanny and load her in their car, which is then hijacked by shorinji kempo student Sonny Hibachi (Sonny Chiba), who proceeds to transport her to the ballet studio operated by his girlfriend, Shinobu Kojo (Sanae Ohori).
