Toei Company, Ltd. (東映株式会社, Tōei Kabushiki-gaisha) (pronounced toe ay) is a Japanese film, television production, and distribution corporation. Based in Tokyo, Toei owns and operates thirty-four movie theaters across Japan, studios at Tokyo and Kyoto; and is a shareholder in several television companies. It is notable for anime, live action dramas known as tokusatsu which use special visual effects, and historical dramas (jidaigeki).

The name "Toei" is derived from the company's former name "東京映画配給 (Tōkyō Eiga Haikyū)" (Tokyo Film Distribution Company).

Ryotaro pursues the Molech Imagin to May 8, 2000 and becomes Kamen Rider Den-O to destroy the Imagin. Though it seemed the danger passed, it turned out that the Molech Imagin was under the employ of a rogue Kamen Rider named Gaoh who hijacks the DenLiner with his band of Imagin. After knocking Ryotaro out when he and Hana attempted to board the DenLiner while trapping all the Taros sae Ryutaros, Gaoh steals Owner's Master Pass with the intent to travel back in time via "God's Line" to Japan's Edo Period to retrieve the legendary God's Train, the GaohLiner. Trapped in 2000, with Ryotaro having lost all memory of Den-O, he and Hana encounter Ryotaro's younger self, later called Kotaro by the group, and the Imagin Sieg that they aided earlier. Momotaros arrives after escaping the DenLiner, but he is only able to possess Kotaro while Sieg's special talents allow him to still possess Ryotaro. Yuto shows up, taking everyone on the ZeroLiner to pursue Gaoh, with Kotaro joining them. Gaoh uses the DenLiner to damage the ZeroLiner before transforming into his Kamen Rider Form to send the gang into the Mesozoic Era before they are able to reach the Edo Period. While Yuto fixes the ZeroLiner, Ryotaro and Kyotaro talk, revealing that the event Ryotaro most regrets is losing the only remaining photograph of his parents, who died when he was young, because he cannot remember their faces without the photograph.

The film opens with Nefeltari Vivi flying with Pell in a brief flashback. Returning to the present, Vivi and the Straw Hats meet Crocodile's subordinate Mr. 2 Bon Clay. Mr. 2 shows the Straw Hats his devil fruit ability, which allows him to assume the form and voice of anyone whose face he has touched. Vivi describes a brief history on how the Baroque Works leader Crocodile has used Dance Powder while posing as the country's hero. He has also tricked the rebel and royal armies into fighting each other. Once in Alabasta and after crossing the desert, the Straw Hats find the rebel's base deserted, while the rebel army, led by Vivi's childhood friend Koza, witnesses the port town Nanohana being burned by members of Baroque Works disguised as soldiers of the royal army. The rebels decide to attack Alubarna, where at the same time Mr. 2 impersonates the king, Nefeltari Cobra, and orders the royal army to engage. Meanwhile in the desert, the Straw Hats are intercepted by Crocodile and his partner, Ms. All Sunday. Crocodile aims for Vivi, but Luffy stays behind and distracts him, while the other Straw Hats escape. In the ensuing fight, Crocodile defeats Luffy by impaling him through the chest with his hook and buried alive.

Makoto, a freshman on his first day at university, meets a cute girl named Shizuru. Makoto is normally shy around people, but is attracted to Shizuru for her childlike appearance and behavior. Shizuru wants to be with Makoto, so she develops an interest in his hobby of photography. The two spend time together taking photos in a nearby forest. However, Makoto soon develops stronger feelings for another student named Miyuki, who is beautiful and more well developed. Shizuru, seeing this, hints to Makoto that she will grow up to be a beautiful woman, and he will be sorry for not picking her. One day, she tells Makoto that she wants to take a photo of them kissing in the forest as a present for her birthday, which they do.

In 1999, an enormous meteor crashed onto Earth carrying extraterrestrial creatures known as Worm within it. These creatures took on the identities of real humans and then killed them. College student Takeshi Hongo is abducted into terrorist organisation Shocker (Sacred Hegemony Of Cycle Kindred Evolutional Realm), at the hands of a cyborg Inhumanoid (Kaijin) known as the Bat. There, he undergoes painful reconstructive surgery, turning him into an Inhumanoid himself. Unlike the original series, he does not escape prior to mental condition by Shocker, and becomes one of their soldiers, nicknamed "Hopper". He carries out a mission successfully, and meets Shocker's Major Agents, including Dr. Shinigami. Hongo receives his orders— Kill those who have seen Shocker's Inhumanoid soldiers. However, what he doesn't realise is that the two witnesses are the journalist who had interviewed him prior to his kidnapping, Asuka Midorikawa (Rena Komine) and her fiancé Katsuhiko Yano (Hassei Takano). Attacking the two along with Shocker soldier Spider, it is here that Hongo remembers his humanity, and has an epiphany with regards to what he should do. Despite his efforts, Katsuhiko is killed by Spider, and Asuka finds Hongo next to the body. Blaming him for Katsuhiko's death, she begins to follow him, attempting to ascertain why who she thought was a normal college student is a murderer.

Four years after an alternate ending to the series, in which Blade seals the Joker, the characters have moved on with their lives: Kenzaki is a garbage man which in comparison to the chaos he went through was a huge change of pace, Mutsuki has graduated high school, and Kotarō has published a book about the Kamen Riders to great success, but on Amane's upcoming birthday, it was revealed that she has become a delinquent without the emotional support of Hajime. The Undead have been re-released, and a new trio of Kamen Riders—Glaive, Larc and Lance—have emerged from BOARD, now led by Tachibana. After recapturing two of the Category Aces, Kenzaki and Mutsuki join with the new Riders. When all the Undead are sealed once more, Glaive reveals himself to be the Albino Joker, a white version of the original Joker, and captures Kotarō's niece to obtain the ultimate power, sealing her in the Vanity Card. In order to free Amane from the card, Hajime is unsealed from the Joker Card and the four Riders are again united, intent on saving Amane and stopping the Albino Joker. In the end, Hajime swaps his life for Amane in the Vanity Card and allows himself to be destroyed by Blade to weaken Jashin 14. Blade uses his King Form to cut Jashin 14 in half, putting an end to the Undead.

In alternate moment of the series timeline, set in the near future, Smart Brain has accomplished its goal of world domination — with 90% of Earth's population being Orphnochs while the human race had diminished to near-extinction. Takumi Inui, the user of the Faiz Gear, was regarded as mankind's savior until he was presumed killed during an attack by Smart Brain's Riotroopers. Since then, his friend Mari Sonoda has formed a human resistance group that have staged attacks on Smart Brain's headquarters in an attempt to steal the top-secret "Emperor Belts," but to no avail. The Orphnochs Yuji Kiba, Naoya Kaido and Yuka Osada wish to see both Orphnochs and humans co-exist in peace, but they are not taken kindly by the humans while Smart Brain chief Kyoji Murakami (who is now reduced to a head in a water tank) reminds them that humans no longer have a place on Earth. Murakami then discloses the existence of the Emperor Belts by introducing the Orphnoch Leo, who changes into the powerful Kamen Rider Psyga.

Three men, who grew up together in the orphanage, wanting to finally realize their childhood dreams of living in paradise decide to rob a bank together. Nishiyama (Takeshi Kaneshiro), the leader, Takamura (Hiroyuki Ikeuchi), a very self-contained guy and Fujimoto (Masanobu Ando), an otaku obsessed by an anime called "Space Travelers". Their plan is very simple, enter the bank during closing time, take the money and leave within 5 minutes, then board a plane to paradise. Unfortunately for them, their plan did not go as planned since the bank manager and security guard decided to lock themselves in the bank vault that won't open until the next day instead of giving them the money. Not able to reach the money and surrounded by cops, they are stuck in the bank. They then decide to use the remaining customers and staff as hostages to gather some time to plan an escape, but they soon realize that an escape is almost impossible.

In the East Blue, the pirate El Drago and his crew are searching for the treasure left behind by the legendary "Great Gold Pirate" Woonan, which is said to be a mountain of gold; El Drago eventually finds a treasure map to Woonan's gold by killing Wonnan's former crew. While traveling to the treasure, Womman's men rob the Straw Hat Pirates, who have run out of food and are close to starving. Luffy attacks them and accidentally smashes their small boat in the process. Woonan retaliates using his Goe-Goe devil fruit powers, sending a powerful shock-wave that completely destroys the small boat and knocks the Going Merry away. Zoro dives into the sea to save Luffy, separating them from the rest of the Straw Hats, and finds Tobio, a small boy who was forced to work for El Drago. Smelling food, Luffy, Zoro and Tobio use the remains of the boat to travel to a floating oden shop run by Tobio's grandfather, Ganzo. Not having any cash, Luffy and Zoro accidentally perform an eat and run and are chained together by Ganzo.
