In Sultanpur, a picturesque village in Pakistan, villagers have gathered to watch a game of cricket between India and Pakistan on television. Among them is a pregnant woman (Meher Vij) who, after giving birth, names her daughter Shahida after Shahid Afridi, the player who had won the game for Pakistan. On an afternoon, a six-year old Shahida falls off a cliff, but is saved by an overhanging tree. She loses her ability to speak from the accident. Her worried mother takes her to the shrine of Nizamuddin Auliya, a Sufi saint, in Delhi, on the belief that it would regain the latter's speech.

Tutu (Ali Zafar) and Dev (Ranveer Singh) are two orphans who were raised by a local gangster Bhaiyaji (Govinda) to be assassins. Their life takes a turn when they meet Disha (Parineeti Chopra) at a club and Dev falls in love with her. Dev's indifference towards work starts irritating Bhaiyaji, but Tutu defends Dev. When Dev is unable to kill one of their targets, he decides to change his life. This enrages Bhaiyaji and he threatens to kill Dev. Tutu intervenes and suggests Dev to look out for a job but should accompany him every time Bhaiyaji calls them to give killing contracts.

The film opens with the historic independence of Bangladesh and after the third Indo-Pakistani War of 1971. Starving, two kids named Bikram and Bala are taken in by a man named Lateef (Pankaj Tripathi), who offers them to work for him, and illegally smuggle guns to other men. He cares for them until one day an army officer that they give guns to, tells Lateef to leave one of the two boys behind to work as his child sex slave or otherwise he'll take Lateef's daughter. Bikram hears this and tells Lateef that he'll stay behind in order to save Bala, his friend. Bala then comes back to save Bikram and kills the army officer. The two boys then run away, as Lateef is killed by the police.

Shivani Shivaji Roy, a dedicated and brave police officer with Mumbai Police, chases a Delhi-based kingpin, Karan Rastogi, who runs an organised crime cartel involving child trafficking and drugs. Her aim is to hunt him down and rescue a teenage girl, Pyaari. Pyaari is an orphan who is kidnapped by Karan's men. Shivani had saved Pyaari from being sold by her uncle and started taking care of her, and since then Pyaari is like a daughter to her. She takes the task more personally and goes beyond her legal rights and duties to nab Karan and save Pyaari. Karan, aware that Shivani is continually monitoring his cartel's activities, phones her, suggesting she not interrupt his business. Determined to catch him, Shivani uses intelligence inputs to track down his associate in Mumbai, who leads her to Karan's close aide, Wakeel, in Delhi. Karan, as a warning to Shivani, dismembers one of Pyaari's fingers and sends it to Shivani's house wrapped in a gift box, and gets Shivani's husband abused and thrashed.

In the year 1990, Iqbal Haroon Khan (Jackie Shroff) runs The Great Indian Circus in Chicago, which has fallen on bad times. Anderson's (Andrew Bicknell) bank — Western Bank of Chicago —, which has lent money to Iqbal Khan, decides to close down the circus when Khan is unable to repay the loan. Young Sahir (Siddharth Nigam), the little son of Iqbal Khan, pleads with Anderson not to shut down his father's circus, as he and his father would soon be able to turn the corner. But Iqbal Khan's presentation before the bankers and Sahir's pleas don't help. Iqbal Khan commits suicide in front of the heartless Anderson, leaving Sahir devastated.

On the way to his wedding venue, Raghu falls for Gayatri. A confused Raghu, heavily impressed by her freedom, gathers the guts to run away from his wedding.
