The title character of the film, played by Nobuko Miyamoto, is a tax investigator for the Japanese National Tax Agency who employs various techniques to catch tax evaders.
The director reportedly was inspired to make the film after he entered a much higher tax bracket after his success with The Funeral.
A sequel, A Taxing Woman 2, featuring some of the same characters but darker in tone, was released in 1988.

A pair of truck drivers, the experienced Gorō (Tsutomu Yamazaki) and a younger sidekick named Gun (Ken Watanabe), stop at a decrepit roadside ramen (noodle) shop. Outside, Gorō rescues a boy who is being beaten up by three schoolmates. The boy, Tabo, turns out to be the son of the widowed owner of the struggling business, Tampopo (Nobuko Miyamoto). When a customer called Pisken (Rikiya Yasuoka) harasses Tampopo, Gorō invites him and his men to step outside. Gorō puts up a good fight, but outnumbered by Pisken and his men, he is knocked out and wakes up the next morning in Tampopo's home.

A new supermarket 'Bargains Galore' opens, and threatens the longer-established 'Honest Goro' with its aggressive price cutting. The owner of 'Honest Goro' (Goro, played by Masahiko Tsugawa) inspects the new store, and bumps into an old classmate he hasn't seen for years (Hanako, played by Nobuko Miyamoto). The owner of a high-class Japanese hotel, the Europa, hopes to win a prestigious and lucrative contract for the hotel as the site of a summit meeting between important international officials. Unfortunately, the yakuza have taken a liking to this hotel as both a hangout and a target for extortion. In order to win the contract, the owner realizes, he must rid the hotel of the yakuza. Fearing to confront them himself, he deputizes a hotel accountant, Suzuki (Yasuo Daichi) and a bellboy and former college sumo-club member, Wakasugi (Takehiro Murata). The hapless pair are no more daring than their employer, however, and their tentative attempts to address the problem fail until they meet Mahiru Inoue (Nobuko Miyamoto), a lawyer who specializes in dealing with the yakuza. With Inoue's direction, the hotel staff comes together to face down the yakuza ruffians, who are portrayed as craven, outwardly-threatening-but-inwardly-weak, fools.

Two mentally ill women who are clearly suffering from not otherwise specified delusional disorders, a mother and a (grown) daughter, live together in a secluded mansion. They are in a relationship and both are recognised for their beauty. They spend their days playing perverse BDSM-related incestuous games in memory of their sadistic patriarch who, when he was still alive, raped his daughter when she was eleven, murdered several servants, and is now a mummified corpse with which the daughter is shown having sex. They occasionally kill their servants and bury their bodies in the garden.
