A man walks down the exterior staircase of some building, He passes a small window. He looks in, and there a young woman standing at a washbasin, drying her hair with a towel that covers her face. The man is interrupted by a door opening, the occupant begins bringing out empty bottles. The man starts down the stairs, only to return to the window after the door has closed. He again looks in the window and is surprised.
In his autobiography, Roman Polański says that the theme was set for him by a supervisor at film school.

The film begins with gruff American gangster Dickey pushing his broken-down car along a causeway through rising seawater while his eccentric companion Albie lies inside, bleeding from a gunshot wound after a bungled robbery. Thomas is a writer-director of a new play, an adaptation of the 1870 novel Venus in Furs by Austrian author Leopold von Sacher-Masoch. Alone in a Parisian theatre after a day of auditioning actresses for the lead character, Wanda von Dunayev, Thomas laments on the phone of the poor performances to come through. As he is preparing to leave the theatre, an actress named Vanda arrives disheveled. In a whirlwind of energy and unrestrained aggression, Vanda convinces the director to let her read for the part. To Thomas's amazement, Vanda shows great understanding of the character and knows every line by heart. As the audition progresses, the intensity is redoubled and the attraction of Thomas turns into obsession.

A woman identifying herself as Evelyn Mulwray (Ladd) hires private investigator J. J. "Jake" Gittes (Nicholson) to carry out surveillance on her husband, Hollis I. Mulwray (Zwerling), chief engineer for the Los Angeles Department of Water and Power. Gittes tails him, hears him publicly oppose the creation of a new reservoir, and shoots photographs of him with a young woman (Palmer), which are published on the front page of the following day's paper. A British ghostwriter (Ewan McGregor), who is never named, is recruited by Rhinehart Inc., a large publishing company, to complete the memoirs of former Prime Minister Adam Lang (Pierce Brosnan). His predecessor on the project and Lang's long-term aide, Mike McAra, has recently died in an apparent accident. The writer travels to the fictional Massachusetts village of Old Haven on Martha's Vineyard, where Lang is staying with his wife, Ruth (Olivia Williams), in the house of Marty Rhinehart, the company owner, and a staff of servants and security personnel. The writer is checked into a small hotel. Lang's personal assistant (and implied mistress), Amelia Bly (Kim Cattrall), forbids him to take McAra's manuscript outside, emphasizing that it is a security risk. Rhinehart is allowing the new ghost four weeks to complete the book.

An elderly dollmaker is hard at work in his shop. Once he's headed off home, the film focuses on apparent whisperings amongst the miscellaneous doll-parts he's left behind. The shop then goes on to catch fire, but this remains unnoticed by the passers-by. Polanski can be glimpsed in a cameo role as a passer-by outside the shop.
