The story, based on an idea from Salman Khan, centres on Saajan, the son of a colonel in the Indian army, and Kaajal, a modest girl from "a respectable family." The film opens with Saajan travelling in a bus, when he catches a glimpse of Kaajal on another bus, and they are both smitten. They do not formally meet and, since Saajan is off to start at college, he does not think he will ever see her again. But his new friends at college, Buddha, Tempo and Refill, one night insist on visiting a brothel in a seedier part of Bombay. Saajan only reluctantly agrees, but ultimately refuses to select a prostitute — until he hears a new girl being beaten by her pimp and decides to protect her. To his surprise, it is Kaajal (called Paro at the brothel), who has been kidnapped by a pimp after she was tricked by a job offer in Bombay.

Mithun is an honest police officer of the department and he is in love with Somy Ali. Even though he is a strict person to the outside world, he is lenient with his younger brother Saif at home. Saif Ali Khan, a "happy go lucky" guy falls in love with Shweta. Meantime, a group of five criminals (Prem Chopra, Gulshan Grover,Punit Issar, Amrit Pal and Sheila) plots a bank robbery and Saif is implicated in the robbery putting him on the run from the police. Officially Mithun is assigned the task of arresting Saif at any cost and he makes all efforts to nab Saif, but fails. Another important character is a governor, husband of Sheila. The situation become even worse when the members of the group are killed one by one. Mithun is now determined to catch Saif dead or alive. Meanwhile, Mithun also reveals that his girlfriend Somy Ali is a bar dancer who works in the bar owned by the same criminals. On the other hand, Saif also tries to collect evidence to prove his innocence to his brother, but gets in a bigger problem as Somy Ali sees him coming out of the house of the criminal who was killed.

The film's plot revolves around Kanthaswamy (Vikram), who is an Income Tax officer in the CBI, and his friends, granting the wishes of the needy who write letters to a local Lord Muruga temple by disguising himself as an anthropomorphic rooster. During a CBI income tax raid, he discovers a stash of black money owned by Ponnusamy (Ashish Vidyarthi), a rich and corrupted entrepreneur. Ponnusamy pretends to be paralysed to escape the questioning. Angered by the news that her father is paralysed, Ponnusamy's daughter, Subbulakshmi (Shriya Saran) goes after Kanthaswamy to seek revenge by pretending to be in love with him. Kanthaswamy, knowing Subbulakshmi's real intentions plays along in the game. This forms a cat and mouse chase between the two. In a comical role, Thengakadai Thenappan (Vadivelu) is also sought after by a local police inspector who tries to solve the mystery of "Lord Muruga saving the people". The fate of Kanthaswamy's disguise leads into the climax of the story. The local police inspector was able to bring out the truth that a CBI is involved in the role behind the secret work of helping the needy people although he was not able to confirm it. Kanthaswamy finds the password of Subbulakshmi's family bank account, in which the black money is illegally saved. He tricks Subbulakshmi into revealing the password and answers for the security questions indirectly. Kanthaswamy finally transfers the money to his account which would be used for helping the poor and needy people. Ironically, in the end, Subbulakshmi's father was paralysed at the end knowing that the password which was used by him to access his black money was changed. After that Subbulakshmi and Kanthaswamy were married and were living in northern India. Kanthaswamy saw some letters tied to a tree, just like the ones at the Lord Muruga temple. He reads one and puts it into his pocket with a secret smile, which meant he will pursue being the anthropomorphic rooster again.
