Shiv Shakti Organization (SSO), an organisation intends to spread terror in India. CBI Chief (Iftekhar) learns about this and calls for Officer Gopi (Mithun), aka Gunmaster G-9, to investigate into the matter. The trouble starts when a plane manned by Captain Kapoor (Suresh Oberoi) is attacked by a stream of deadly signals forcelanding it. Soon after, agent Jackson (Tej Sapru) is replaced with his look-alike. Gopi doesn't take long to get to this and sets out to rescue his agent. During this, he happens to encounter Priya (Ranjeeta), who's out to investigate her father's death, supposedly by Gopi. After a few chance encounters, both start to check about the organisation and its high command. Further course of investigation leads them to the Hiralal (Jeevan) working with his men using hi-tech gadgets for this organisation. In 1991, the governments of the U.S. and China are on the verge of a major trade agreement, with the President of the United States due to visit China to seal the deal. The CIA learns that its agent Tom Bishop (Brad Pitt) has been captured trying to free a Briton, Elizabeth Hadley (Catherine McCormack), from a People's Liberation Army prison in Su Chou near Shanghai, China. Bishop is being questioned under torture and will be executed in 24 hours unless the U.S. government claims him. If the CIA claims Bishop as an agent, they risk jeopardizing the trade agreement. The film opens to the sounds of a couple having sex. Afterwards, Carlos the Jackal (Aidan Quinn) kills a spider in its web with his cigarette and evicts the woman (Lucie Laurier) from his room because he claims he has work to do. He is seen donning a disguise, and he walks to a cafe where CIA officer Jack Shaw (Donald Sutherland) is sitting at a table outdoors. He recognizes Shaw and asks for a light. Suddenly, London goes dark and loses all of its electricity. There is commotion at a cinema, with people demanding their money back. The owner of the cinema, Karl Verloc (Oscar Homolka), enters through a back entrance to the living quarters above, and pretends to have been asleep and not know anything of the blackout. His wife, Mrs. Verloc (Sylvia Sidney) comes to get him and is surprised to see him, but he informs her that he had been sleeping the entire time. He instructs his wife to return the money to the customers -- against her protests -- because he has "some money coming in." As the money is about to be disbursed to the customers downstairs, the lights go back on. It is revealed that sand was put in the boilers as an act of sabotage on London's electricity grid.
