In an alternate universe, people are addicted to an illegal simulation video game called Avalon. Despite its popularity, the game can leave a player catatonic. One player in the game, Ash (Małgorzata Foremniak), is a very skilled warrior that plays solo in her missions. After completing one of her missions, Ash cashes in her winnings for ammo and currency, whereas the Game Master (Władysław Kowalski) tells her that playing alone is more dangerous on the next level, and he wants her to consider joining a party. Ash witnesses her own performance on the battle screen in the lobby while waiting for her money from the receptionist (Katarzyna Bargielowska).

Three years after the events of the first movie, Noa Izumi and Asuma Shinohara are now testing new Labors at a facility run by the Metropolitan Police. Isao Ota is a police academy Labor instructor. Mikiyasu Shinshi has since been reassigned as the Tokyo Metropolitan Police's head of General Affairs. By the 2060s, robotics technology has become extremely advanced, including cybernetics. World opinion begins to turn against robotics, leading to the U.N. declaring a unilateral ban on further research in 2067. Japan, being home to robotics pioneer Daiwa Heavy Industries, strongly protests this ban, but is unable to prevent its passage. In protest, Japan withdraws from international politics. All foreigners are deported, and further immigration is prohibited. In addition, the R.A.C.E. network is constructed — 270 off-shore installations that cover Japan with an energy field, nullifying all communication with the outside world and making satellite surveillance impossible. Trade and diplomacy continues, but Japan vanishes from the world scene.

The film begins with the last stand of the Kerberos unit. After disobeying an order to disarm and disband, they have held out for an unspecified time: talk between the fatigued Kerberos cops suggests that they might have been stuck there for three days, three months, to three years. A power amplifier system issues orders for a final stand and for Koichi Todome, Midori Washio, and Soichiro Toribe to come to the central building. A Kerberos named Inui wanders through the halls of the Kerberos headquarters and then witnesses officer Koichi Todome boarding a helicopter. Angry, Inui feels betrayed by his master and asks why he's running away and not fighting until the end like he has ordered to his men. As the helicopter takes off, the army breach the headquarters.
