The film focuses on an incident in which French football fan Brice Taton died in Belgrade, and which led to 12 young people being sentenced to a total of 115 years of prison. On September 17, 2009, a fight broke out on Obilićev venac Square when Partizan fans attacked several Toulouse fans, which - the film claims - led to Brice Taton falling off a ledge and dying in a hospital ten days later. According to the director Ivana Rajović, one of the Partizan fans, Stefan Veličković, couldn't have been a part of the fight, because he was getting a traffic violation ticket in Makedonska street several blocks away at the time the fight was taking place. In spite of Stefan having an alibi, he was sentenced to seven years in prison.

Using first hand discussions with the primary proponents of the revitilazation of Pawtucket, the film shows a community coming together behind the arts. The film shows new uses for historic mills, now being used as artists work and living spaces. An historic national guard armory is saved from decades of decay by a small theater company called the Sandra Feinstein Gamm Theater. Alongside the Gamm Theater, is a new arts centric high school called the Jacqueline Walsh High School for the Performing Arts. Pawtucket has also brought in other arts organizations from the Providence area, like the Foundry Artists Association. When the owners of the Foundry in Providence wanted to convert their building to living space, the working artists were displaced. They were invited to Pawtucket, and have been exhibiting once a year for two weeks near the holiday season.

The film identifies what were the markers of Toots' career as a celebrity restaurateur: Prohibition, the growth of the Mafia, the golden age of baseball, and the death of the saloon scene at in the "serious" atmosphere created by the tumult of the 60s. Throughout the film, there is a feel of romantic nostalgia as all those who are interviewed recall Toots fondly as a lover of New York, at a moment when the city was awash in wealth and celebrity as never before, and that the city's sizzle was once embodied by a sports bar in Midtown: a place of glamour and egalitarianism, where Joe DiMaggio and Frank Sinatra and Ernest Hemingway rubbed elbows with working stiffs.

The Cry of Jazz is set in Chicago at the meeting of a jazz appreciation club of musicians and intellectuals, both Black and White. It is broken up into seven parts. Parts one, three, five, and seven center around conversations between the jazz club members. Parts two, four, and six are done in a documentary style and utilize footage of life in Chicago as well as of Sun Ra’s band performing the music. Alex, the film’s main character, serves as narrator during these sections. Although the film is nominally about jazz, jazz is utilized primaily as a metaphor through which to understand the African American experience.
