The film begins on Halloween night 1939, revolving around the fate of five people - singer Carolyn Crosson, her boyfriend Gilbert London, child actress Sally Shine (who is modeled after child actress, Shirley Temple), her nanny Emeline Partridge, and bellhop Dewey Todd. They were invited to be at the Tip Top Party located on the hotel's twelfth floor. The elevator suddenly got stuck at the eleventh floor, then at exactly 8:05 pm, lightning strikes the building which causes the elevator to collapse, and the five people mysteriously vanish.

Two Buddhist monks, the master Bai Yun and his inept disciple Shi Fang are transporting a golden idol of Buddha. On their travels they meet the relatively honorable mercenary Yin. At the beginning of the movie Casper is on a train full of ghosts, with no idea of where he is and is completely unaware that he is a ghost himself. Instead of going to Ghost Central, where the train is headed, he is kicked off the train. Casper then finds himself in the city of Deedstown, where he unintentionally scares all of the town's citizens. Only then does Casper realize that he is in fact a ghost.

The film opens in the utopian future that results from the music of Bill (Alex Winter) and Ted (Keanu Reeves). The film opens with a reenactment of final scenes of Waxwork, with Mark and Sarah leaving the burning waxwork (the part of Sarah having been recast from the first film). The disembodied zombie hand from the first film follows Sarah to her run-down flat and kills her stepfather with a hammer, a murder for which Sarah is blamed. No one believes her story about the evil waxwork.
