After Interpol destroys a mass of Thai opium fields, the drug lords strike back by viciously murdering the officers in charge of the drug raid. In response, the cops hire the mercenary Angel Organization whose leader, John (David Chiang), sends crack agents—Angel #01 Saijo (Hideki Saijo), Moon (Moon Lee) and Elaine (Elaine Lui). Their first act is to seize a massive drug shipment with the help of an American secret operative, Commander Alex Fong (Alex Fong). Former Green Beret Louis Stevens (Mark Dacascos) returns to his hometown of Miami after completing military service in Brazil, only to learn that his old high school has become a haven for gangs and drug dealers. After Stevens uses his Capoeira skills to kick several drug dealers off the school property, Mr. Kerrigan (Geoffrey Lewis), one of Stevens' old teachers, sees the impact that Stevens has on the students. Kerrigan gives him the task of teaching Capoeira to a handful of the worst at-risk students at the school, giving Stevens an abandoned fire station as their practice area. While doing so, Stevens earns the ire of the local drug lord, Silverio (Paco Christian Prieto), whose younger cousin, Orlando (Richard Coca), is one of Stevens' students. Silverio is also a master of Capoeira, and he engages Stevens in combat, beating him viciously. The horrified Orlando resolves to learn everything he can from Stevens. Stevens' class learns quickly, and they become very skilled at Capoeira. The principal, delighted, proposes a district-wide Capoeira program to the school board. After a field trip with his class, Stevens once again crosses swords with Silverio, who declares war against him.

Years have passed since Yuri Boyka suffered a humiliating defeat and a broken knee at the hands of George "Iceman" Chambers. Humbled by his injury, he has relegated to becoming the prison janitor. Meanwhile, mob boss Gaga has expanded his prison tournament enterprise into an inter-prison tournament called the Prison Spetz Competition (PSC), which gathers the best prison fighters from around the globe to compete for a chance at a cleared record and early release. As Boyka hears the preliminaries taking place within his prison, as well as failing in his parole, he begins training privately to bring his knee back into fighting shape. Just after current champion Sykov defeats his opponent in the final round of the prison's tournament, Boyka challenges him on the spot and swiftly defeats him, thus becoming the Russian representative for the PSC.

Bond Cheung (Vanness Wu) is a high school student in Hong Kong who has a strong passion for Muay Thai kick boxing. He trains at a local boxing gym, and is instructed by the Kong Ching team trainer Lau (Gordon Liu), in an effort to be a competitor in the Star Runner Pan Asian Martial Arts Competition. While attending summer courses, he is attracted to his new Korean teacher Kim Mei Chiu (Kim Hyun-Joo). It is revealed that she is recovering from a break-up in Korea with a former lover and has come to Hong Kong to start over. The two start off as friends, but after a series of fateful events occur, feelings spark, and they eventually begin seeing one another, in spite of the controversy that it creates. Then abruptly, Bond is kicked off the Kong Ching team, regarding with his coach's financial troubles, which angers him and believes that his chance in entering the competition is gone. Soon after, he is confronted by an unexpected new trainer Bill (Max Mok Siu Chung), a washed-up but well experienced former martial arts champion. After some compensation, Bill teaches Bond Chinese Kung Fu (Wing Chun, Hong Kuen) as alternative and effective fighting techniques to his kick boxing. Regained confidence, Bond then decides to enter the competition on his own, with Bill as his advisor and cornerman and they become the team Fusion Tao. The event draws entries of 18 boxing organizations from 12 countries, along with its most lethal fighter Tank Wong (Andy On) from Soul Boxing Gym team. As his relationship with Kim becomes stable, Kim's former lover sees her again, asking for forgiveness, saying that he still loves her. With her feelings torn, she decides to go back to Korea with him, but is still having second thoughts about her feelings for Bond. In the competition however, competitors are slowly eliminated one by one, as the epic fight between Bond and Tank draws closer and what will determine both fighters' destiny.

The film opens with Indonesian SWAT officer Rama praying, practicing silat and bidding goodbye to his wife, who is pregnant with his child. Rama joins a 20-man elite police squad, including Officer Bowo, Sergeant Jaka, and Lieutenant Wahyu, for a raid on an apartment block in Jakarta's slums. The team intends to capture crime lord Tama Riyadi, who owns the block and lets criminals around the city rent rooms under his protection. Arriving undetected, the team sweeps the first floors and subdues various criminal tenants; they also temporarily detain an innocent tenant delivering medicine to his sick wife. Continuing undetected to the sixth floor, the team is spotted by a young lookout, who passes the message to another guy to raise the alarm before he is shot and killed by Wahyu.
