Synopsis
J.D. (Chuck Norris), a trucker from California, returns from the road to learn that an old friend was killed by Sergeant Strode (Don Gentry), a policeman in Texas City, California. He makes inquiries into Texas City and learns that its policemen have a history of "trapping" truckers for a corrupt judge.Actors

The film opens up on Operation Eagle Claw, the American operation to rescue American hostages being held at the U.S. embassy to Tehran. The operation is being aborted after a fatal helicopter crash, with the U.S. Delta Force evacuating to their C-130 transports. Among them is Captain Scott McCoy, who, against orders, rescues his wounded comrade Pete Peterson from the burning helicopter before the team finally evacuates. McCoy expresses his disgust for the politicians and military hierarchy that forced the mission to launch despite the risks, and announces he is resigning his commission.

Cha Tae-sik leads a quiet life running a pawnshop. His only friend is a little girl, So-mi, who lives next door. So-mi's mother, Hyo-jeong, is a heroin addict who steals drugs from a feared organized crime group. She pawns her camera bag to Tae-sik; he does not realize it has the stolen drugs inside. Crime lord Oh Myung-gyu sends his subordinates, brothers Man-Seok and Jong-seok to retrieve the drugs; Jong-seok and his henchman Lum Rowan torture Hyo-jeong to find the drugs' location, then kidnap her and So-mi. Two gangsters, Du-chi and "Bear" go to Tae-sik pawn shop, but Tae-sik easily overpowers them. When he finds that Hyo-jeong and So-mi have been kidnapped, he gives them the bag, and Rowan kills Bear to set him up as the fall guy.

In New Orleans, a homeless veteran named Douglas Binder is the target of a hunt. He is given a belt containing $10,000 and told that he must reach the other side of town where he would then win the money and his life. In 1991, Thomas Hardy (Bruce Willis), a Pittsburgh Police homicide detective, has just broken the Blue Code of Silence by informing on his partner and cousin, Jimmy Detillo (Robert Pastorelli), for using excessive force on a suspect. He attends the Policemen's Ball with his father, Vince Hardy (John Mahoney). However, the ball is postponed after a police scan goes out indicating a serial killer nicknamed the Polish Hill Strangler has been spotted on the 31st Street Bridge. Police make an arrest based on the testimony of Chick Chicanis (Gareth Williams). Meanwhile, rather than go to prison, Jimmy climbs to the top of the 31st Street Bridge and jumps off. A joint mission of the American FBI and the Russian MVD leads to the death of the younger brother of an Azerbaijani mobster (David Hayman). In retaliation, the mobster hires an enigmatic assassin known only by the pseudonym "The Jackal" (Bruce Willis) to kill an unseen target. The Jackal demands $70 million for the job, to which the mobster reluctantly agrees. Meanwhile, the MVD capture one of the mafia's henchmen. During interrogation by torture, the henchman reveals the name "Jackal". This, coupled with the documents recovered from the henchman's briefcase, leads the FBI and MVD to assume the target for the retaliatory hit is FBI Director Donald Brown (John Cunningham).
