When Jonathan Ogner (Andrew McCarthy) first shows up to prep school, he is laughed at for wearing his school uniform. He then goes up to his dorm and meets his new roommate (Rob Lowe), who introduces himself as Squire Franklin Burroughs IV but tells Jonathan to call him "Skip." Skip then takes off his trench coat and is shown to be wearing a red bra and girls' underwear. He explains to the shocked Jonathan that it isn't what it looks like and that it's a tradition for the seniors to parade around campus wearing only girls' underwear. When Jonathan doesn't have any, Skip gives him a set that he had in his dresser. Skip and Jonathan travel out of the dorm together until they get to the final door where Skip stays behind and locks the door. The other students begin to laugh and mock Jonathan for wearing girls' underwear. Mortified, Jonathan attempts to flee the scene. After discovering that Skip has locked all the doors, Jonathan climbs a trellis that leads into his dorm where he finds Skip lying on the floor laughing hysterically.

Michael and his live-in girlfriend Jenna appear to have the perfect relationship. Former actor Bill Williams (Tom Arnold) is about to commit suicide over his ruined career. He throws out all his stuff and gives his clothes to a poor alcoholic. The man drinks Bill's vodka and takes half of his pills messing up his suicide plan and takes off. Bill drinks his alcohol and then takes the pills not knowing he won't die. Overcoming a nurse, and dressing in her clothes, a madman escapes from the Casa de la Loco Sanitarium. Beaver (Cameron Finley) gets his heart set on a bicycle in a store window, but does not think his parents will shell out that money for it. Eddie Haskell (Adam Zolotin) tells him that if he sucks up to his father (Christopher McDonald), by signing up for football, he will be sure to get it on his upcoming birthday. He enrolls on the football team and doggedly endures the practices, despite his disadvantage of being smaller than most his teammates. As Eddie predicted, Ward is glad Beaver signed up for football, as evidenced by a brief fantasy Ward has of Beaver making a touchdown while several professional football players all fail to tackle him. However, the first game of the season ends poorly when he passes the ball to a kid on the opposing team when he mistakingly remembered him as a friend from summer camp. On the first day of school five days later, Ward and June (Janine Turner) tell Wally to drop Beaver off and pick him up for a few days because he has never ridden his bike there before. At school he sits beside a very pretty girl named Susan Akatsu (Brenda Song) and has a kind teacher named Miss Landers (Grace Phillips). After school Eddie asks Wally to come to the soda shop to see him flirt with Karen (Erika Christensen). Eddie does not want Beaver to follow them, so Wally leaves him alone at the bike rack telling him he will be back in a second.

Erik Stifler and Mike "Cooze" Coozeman arrive at the University of Michigan as freshmen. Upon arriving at his dorm, Erik meets a girl named Ashley while she is taking a shower in the coed bathrooms. He then meets his new roommate Bobby and his girlfriend Margie while they are having sex. Erik eventually reunites with his cousin, Dwight Stifler, the leader of the Beta House fraternity, who invites Erik, Cooze, and Bobby to a Beta House party. The film focuses on 10-year-old Devon Stockard (Mischa Barton), a precocious and lonely young girl who has recently moved into a gated community called Camelot Gardens with her parents, Morton and Clare (Christopher McDonald and Kathleen Quinlan). Recently having recovered from open heart surgery, Devon is encouraged by her parents to make friends, and she is pushed to sell cookies for a charity event for the summer. While selling cookies, Devon leaves the gated community against the instruction of her mother, and meets Trent Burns (Sam Rockwell), a poor man who lives in a trailer in the woods, and who does landscaping work in Camelot Gardens. An imaginative child, Devon imagines her life to be like the fable of Baba Yaga, a fairytale which the film makes parallels to.
