Nimoy mentioned this film in both of his autobiographies because it gave him a chance to break away from his role as Spock on Star Trek. He mentioned that the time he made the film was one of the happiest of his life, even though his part was rather brief.
The film contains a lot of tongue-in-cheek and sardonic humor, especially between Brynner and Crenna's characters.

Sinbad (Patrick Wayne), sailor and Prince of Baghdad, moors at Charak, intent on seeking permission from Prince Kassim to marry Kassim's sister, Princess Farah (Jane Seymour). He quickly gets used to the city and its people, but finds it under curfew. When he shelters in a nearby tent, a witch (whom the audience later learns is Zenobia) summons a trio of ghouls, which emerge from a fire. Sinbad disposes of the ghouls. John Shay (George Peppard), a British MI5 agent, had grown up in the United States, and who was nearly killed while on assignment abroad. Convinced that he was framed, he returns to London to uncover the mole responsible for the set-up. John Shay suspects that his colleague Adam Booth (Keith Michell) is a Russian spy. The action takes place in London, Athens, Istanbul and Corfu, where Shay goes in his investigation trying to gather evidence that Booth is a double agent. Fifty gunmen force all of the men in a small Mexican village to ride off with them into the desert. Among the captured farmers is Chico, who years before was one of seven hired gunslingers responsible for ridding the village of a tyrannical bandit, Calvera. One night, an American special forces team invades Saddam Hussein's (Haleva) palace and a nearby prison camp to rescue captured soldiers from Operation Desert Storm and to eliminate Saddam, but they find the Iraqis prepared for them, and the entire rescue team is captured. This failed operation turns out to be the latest in a series of rescue attempts which were foiled by the Iraqis, and consequently the advisors of President Benson (Admiral Benson in the previous film, played by Bridges) suspect sabotage in their own ranks. Colonel Denton Walters (Crenna) suggests to gain the aid of war hero Topper Harley (Sheen) for the next mission, but Topper has retired from the Navy and become a Buddhist in a small Thai village. Walters and Michelle Huddleston (Bakke), CIA, arrive and try to persuade him to come out of retirement in order to rescue the imprisoned soldiers and the previous rescue parties.
