Citizen X is a made-for-TV film, released in 1995, which covers the investigation of the Soviet serial killer Andrei Chikatilo, who was convicted in 1992 of killing 53 women and children between 1978 and 1990, and the efforts of detectives in the Soviet Union to capture him. The film is based on Robert Cullen's non-fiction book The Killer Department (1993).

Synopsis

A body is discovered on a collective farm during harvesting in 1982. A subsequent search of adjacent woods, authorized by newly installed official, Viktor Burakov, turns up seven more bodies in varying stages of decomposition. The film tells the story of the subsequent eight-year hunt by forensic specialist Burakov for the serial killer responsible for the mutilation and murder of over 50 people, 35 of them below the age of 18. Burakov is promoted to detective and eventually aided, covertly at first, by Col. Mikhail Fetisov, his commanding officer and the shrewd head of the provincial committee for crime, and, much later, by Dr. Alexandr Bukhanovsky, a psychiatrist.

Detective Ulisse Moretti (von Sydow) is investigating a series of murders in Turin in 1983 known as The Dwarf Murders. However, seventeen years later, a similar series of murders begin and draw the since-retired Moretti back into the case. The film begins where the previous film, The Emigrants ended, with Karl Oskar bringing Kristina and their three small children, Johan, Marta and Harald, along with Karl Oskar's brother Robert, Robert's friend Arvid, through the woods to the land he claimed at Lake Ki Chi Saga. Upon their arrival, Karl Oskar leads them to a small shanty he found on the land, telling them it will provide them shelter until he can build them a farmhouse, and he points out to Kristina how fertile the topsoil is. With three small children and Kristina expecting another child, Karl Oskar pours all their resources into building them a house before winter arrives. He begins clearing the land of the tall pine trees, and with the help of Robert, Arvid and some of their Swedish neighbors, construct for them a small farmhouse.

Judge Steven Hardin (Michael Douglas) is an idealistic Los Angeles jurist who gets frustrated when the technicalities of the law prevent the prosecution of two men who are accused of raping and killing a 10-year-old boy. They were driving slowly late at night and attracted the suspicion of two police officers, who wondered if the van's occupants might be burglars. After checking the license plate for violations, the policemen pulled them over for expired paperwork, claimed to have smelled marijuana, then saw a bloody shoe inside the van. However, the paperwork was actually submitted on time (it was merely processed late), meaning the police had no reason to pull over the van and Hardin has no choice (see fruit of the poisonous tree) but to throw out any subsequently discovered evidence, i.e. the bloody shoe. Hardin is even more distraught when the father of the boy attempts to shoot the criminals in court but misses and shoots a cop instead. Subsequently, the father commits suicide while in jail only after he informs Hardin that another boy has been discovered raped and murdered and tells him "This one is on you, your Honor. That boy would be alive if you hadn't let those men go." After hearing all this, Judge Hardin approaches his friend, Judge Caulfield (Hal Holbrook), who tells him of a modern-day Star Chamber: a group of judges who identify criminals who fell through the judicial system's cracks and then take actions against them outside the legal structure.
