On April 6, 2001, Anne Sluti (Sara Canning), an all-American 17-year-old from Ravenna, Nebraska, is seen running on a track at her high school as her boyfriend, Gary, and her best friend, Paige, watch. Gary gives Anne a teddy bear for their anniversary. Anne then departs with her best friend, but before she does so, she promises Gary that she'll pick up his CD at the mall. In this fourth installment of the erotic mystery-thriller series and set once again in the fictional south Florida city of Blue Bay, Carson Wheetly (Ashley Parker Angel) is the wealthy and spoiled son of millionaire NASCAR car racer Ted Wheetly (Cameron Daddo). Rachel does murder Carson and inherits his money. Rather than split the money, Rachel plots to murder Brandi, as well as Linda, to keep all of the inheritance money for herself. Corporate real estate tycoon Hamilton Lux (Armand Assante) sets his sights on developing the quaint seaside town of Full Moon Bay into a prime getaway for the wealthy, but runs into some unexpected problems.
