The screenplay is by Yuri Arabov and Pyotr Kadochnikov based on a screenplay by Arkady and Boris Strugatsky, which is in turn based on their novel Definitely Maybe (Billion years to the end of the world, Russian: «За миллиард лет до конца света»).
Synopsis
A recently qualified medical doctor, Dmitri Malyanov, has taken a posting to a remote and very poor part of Soviet Turkmenistan. On top of his day job as a pediatrician Malyanov is undertaking research into the effects of religious practice on human health. His research has drawn the politically incorrect conclusion that religious faith does indeed improve health. However, as he attempts to write up his thesis various sorts of improbable, bizarre events take place one after another. Malyanov perceives that some force is preventing him from completing his research.Actors

The 'Stalker' (Alexander Kaidanovsky) works in some unclear area in the indefinite future as a guide who leads people through the 'Zone', a vicinity in which the normal laws of reality no longer fully apply. The Zone contains a place called the 'Room', said to grant the wishes of anyone who steps inside. The area containing the Zone is sealed off by the government and great hazards exist within it. At home with his wife and daughter, the Stalker's wife (Alisa Freindlich) begs him not to go into the Zone but he ignores her pleas. In a rundown bar, the Stalker meets his next clients for a trip into the Zone. The 'Writer' (Anatoly Solonitsyn) and the 'Professor' (Nikolai Grinko) agree to put their fate into the hands of the Stalker. Their specific names do not come up as they all agree to refer to each other pseudo-anonymously by just their professions.

This is not a direct adaptation of the Mary Shelley novel, but a postmodern gothic reinvention set in present-day New Orleans. The film begins in the cockpit of a U.S. passenger airliner (Boeing 747) in 1989, shortly before they are struck from above by another airliner (McDonnell Douglas DC-10) on a landing approach. In 2027, after 18 years of global human infertility, civilization is on the brink of collapse as humanity faces extinction. The United Kingdom, the only stable nation with a functioning government, is deluged by asylum seekers fleeing the chaos and war which have taken hold around the world. The film reduced Wells' tale to an "Ecology Strikes Back" scenario, common in science fiction movies at the time. The "food" mysteriously bubbles up from the ground on a remote island somewhere in British Columbia. Mr. and Mrs. Skinner (John McLiam and Ida Lupino) consider it a gift from God, and feed it to their chickens, which grow larger than humans as a result. Rats, wasps, and grub worms also consume the substance, and the island becomes infested with giant vermin. One night, a swarm of giant rats kill Mr. Skinner after his car breaks down in the forest.

A brilliant and driven scientist, Jake Terrell, and his young and beautiful wife, Maggie, train dolphins to communicate with humans. This is done by teaching the dolphins to speak English in dolphin-like voices. Two of his dolphins, Alpha ("Fa") and Beta ("Bea"), are stolen by officials of the shadowy Franklin Foundation headed by Harold DeMilo (Fritz Weaver), the supportive backer of the Terrells' research. After the dolphins are kidnapped, an investigation by an undercover government agent for hire, Curtis Mahoney (Paul Sorvino), reveals that the Institute is planning to further train the dolphins to carry out a political assassination by having them place a magnetic limpet mine on the hull of the yacht of the President of the United States.

The residents of the village of Frankenstein feel they are under a curse and blame all their troubles on Frankenstein's monster. Rumors circulate about Ygor who is still alive and supposedly trying to revive the monster. The villagers pressure the Mayor into allowing them to destroy Frankenstein's castle. Ygor (Béla Lugosi) attempts to put up some resistance, but the villagers rush the gates and begin to destroy the castle. Ygor, fleeing through the catacombs, finds the monster released from his sulfuric tomb by the explosions. The exposure to the sulfur weakened the monster but also preserved him. Unseen by the villagers, Ygor and the monster flee the castle to the surrounding countryside; there they encounter a powerful thunderstorm. The monster is struck by a bolt of lightning, but instead of being harmed by it, he seems to be rejuvenated. Ygor decides to find Ludwig, the second son of the original Frankenstein, to help the monster.
