Synopsis

Susan Cooper (Melissa McCarthy) is a desk-bound CIA analyst guiding her partner Agent Bradley Fine (Jude Law) on a mission to Varna from a CIA office in the Washington, D.C. area. Fine kills Tihomir Boyanov after he sneezes without first finding a suitcase nuke whose location is known only to Boyanov. Meanwhile, the agency learns that Boyanov's daughter Rayna (Rose Byrne) might know the location of her father's device, so they send Fine to infiltrate her home. However, Rayna shoots Fine dead while Susan watches online. Rayna knows the identities of all the agency's top agents, including Fine and Rick Ford (Jason Statham). Susan, who is unknown to Rayna, volunteers to become a field agent, and her boss, Elaine Crocker (Allison Janney), agrees. Ford quits in disgust over Susan being chosen for the assignment.

Davey Osborne (Henry Thomas) is an 11-year-old who lives in San Antonio with his father, Hal Osborne (Dabney Coleman). His mother has recently died, leaving just him and his father, a military air traffic controller who has problems relating to his child. Davey is a lonely child and is still grieving over his mother, so he immerses himself in the fantasy world of Cloak & Dagger, an espionage game which exists in both role playing and video forms. Davey has one friend, Kim, (Christina Nigra) a girl who lives nearby with her single mother. Davey is interested in the world of espionage and his hero is the character Jack Flack from the game. He wants to live an action-packed life like Jack Flack and he carries around a water pistol as his "gun" and a softball as his "grenade". Davey spends much of his free time playing Cloak & Dagger and spinning elaborate fantasies involving Jack Flack, an imaginary friend who takes the form of a more dashing version of his father (the role of Flack is also played by Coleman).

Coming to the assistance of a nanny who is almost killed during a bungled hit-and-run assassination attempt, Richard Hannay (More) is surprised to find that there is no baby in her pram. Curious, he meets her at the Palace Music Hall where she has gone to see the act of Mr Memory (James Hayter). Afterwards, she goes back to Hannay's flat with him, where she reveals that she is a spy working for British Intelligence following a group called "The Thirty-Nine Steps"; all they know about their elusive leader is that he is missing the tip of a finger. The main plot starts with the disappearances of an OSS agent, Jack Jefferson, and a Soviet cargo ship in Cairo.
