During the First World War in 1915, Geoffrey Richter-Douglas (Michael York), a Scotsman of German descent, is a lieutenant in the British Army. He meets Stephanie (Alexandra Stewart), a German spy with whom he falls in love. She suggests that he escape to Germany, where the other members of his family and his friends are. Lionel Evans (Charlton Heston) is the director of a well-respected symphony orchestra touring European concert halls around 1944 in WW2. In the midst of one concert, the city where they are playing is attacked by German troops, and when Evans and his musicians try to escape, they are captured by Nazi soldiers led by Col. Arndt (Anton Diffring). Evans and the orchestra are taken to a castle where they are to bide their time before being executed; but it turns out that Arndt's superior, Gen. Schiller (Maximilian Schell), is a big classical music fan. Schiller commands Evans and his symphony to prepare a special concert for the Nazis, but Evans realizes that the moment the concert is over, he and his musicians will be killed.

In contemporary London, Charles Dobbs (James Mason) is a staid MI5 operative investigating Foreign Office official Samuel Fennan, a former Communist who apparently commits suicide. Dobbs becomes suspicious when a wake-up call is made to Fennan's home the next morning. While his widow Elsa (Simone Signoret) says it was for her, this is discovered to be a lie. Dobbs then suspects that Elsa, a survivor of an extermination camp, might have some clues, but other officials want Dobbs to drop the case. The film opens to the sounds of a couple having sex. Afterwards, Carlos the Jackal (Aidan Quinn) kills a spider in its web with his cigarette and evicts the woman (Lucie Laurier) from his room because he claims he has work to do. He is seen donning a disguise, and he walks to a cafe where CIA officer Jack Shaw (Donald Sutherland) is sitting at a table outdoors. He recognizes Shaw and asks for a light. Shaw does not recognize Carlos, because of his disguise, but he turns to watch Carlos enter the cafe. He watches as Carlos detonates a grenade, killing dozens of people.

In wartime England during the Blitz, Stephen Neale (Ray Milland) is released from Lembridge Asylum. While waiting for a train to London, Neale visits a village fête hosted by the Mothers of Free Nations charity. He guesses the weight of a cake for a shilling, and is urged to go to the palm reader's tent to have his fortune told by Mrs. Bellane (Aminta Dyne), an older woman. He asks her to ignore the past and tell the future, which startles her. She cryptically tells him to take another guess at the weight of the cake at 4 pounds 15½ ounces. Neale does so and wins the prize. Then a young blond man hurries to see Mrs. Bellane. People try to persuade Neale to give the cake to the blond man, but he refuses.

In 1991, the governments of the U.S. and China are on the verge of a major trade agreement, with the President of the United States due to visit China to seal the deal. The CIA learns that its agent Tom Bishop (Brad Pitt) has been captured trying to free a Briton, Elizabeth Hadley (Catherine McCormack), from a People's Liberation Army prison in Su Chou near Shanghai, China. Bishop is being questioned under torture and will be executed in 24 hours unless the U.S. government claims him. If the CIA claims Bishop as an agent, they risk jeopardizing the trade agreement. Exacerbating Bishop's situation is the fact that he was operating without permission from the Agency.
