During the First World War in 1915, Geoffrey Richter-Douglas (Michael York), a Scotsman of German descent, is a lieutenant in the British Army. He meets Stephanie (Alexandra Stewart), a German spy with whom he falls in love. She suggests that he escape to Germany, where the other members of his family and his friends are. As a loyal soldier, he reports this contact to his commanding officer, Captain Whitney, who also wants Geoffrey to go to Germany, but on a secret mission to steal the plans of the LZ36, a new type of Zeppelin under development at Friedrichshafen.

Lionel Evans (Charlton Heston) is the director of a well-respected symphony orchestra touring European concert halls around 1944 in WW2. In the midst of one concert, the city where they are playing is attacked by German troops, and when Evans and his musicians try to escape, they are captured by Nazi soldiers led by Col. Arndt (Anton Diffring). Evans and the orchestra are taken to a castle where they are to bide their time before being executed; but it turns out that Arndt's superior, Gen. Schiller (Maximilian Schell), is a big classical music fan. Schiller commands Evans and his symphony to prepare a special concert for the Nazis, but Evans realizes that the moment the concert is over, he and his musicians will be killed.

Tired of being rejected by the beautiful women he lusts after, Chuck Barris (Rockwell) moves to Manhattan to become an NBC page with dreams of becoming famous in television but is eventually fired. The U.S. has not yet entered World War II when kindly stamp dealer Otto Becker (Conrad Veidt) is unexpectedly visited by his twin brother, Baron Hugo von Detner (also played by Veidt), the new German consul to the U.S. and one of the leaders of a spy ring engaged in sabotage. An American family—Dr. Benjamin "Ben" McKenna (James Stewart), his wife, popular singer Josephine Conway "Jo" McKenna (Doris Day), and their son Henry "Hank" McKenna (Christopher Olsen)--are vacationing in Morocco. In 1991, the governments of the U.S. and China are on the verge of a major trade agreement, with the President of the United States due to visit China to seal the deal. The CIA learns that its agent Tom Bishop (Brad Pitt) has been captured trying to free a Briton, Elizabeth Hadley (Catherine McCormack), from a People's Liberation Army prison in Su Chou near Shanghai, China. Bishop is being questioned under torture and will be executed in 24 hours unless the U.S. government claims him. If the CIA claims Bishop as an agent, they risk jeopardizing the trade agreement. Retired CIA analyst Jack Ryan (Ford) is on vacation with his family in London. They witness a terrorist attack on Lord William Holmes (Fox), British Secretary of State for Northern Ireland. Employée des renseignements britanniques, au sein du Government Communications Headquarters (GCHQ), Katharine Gun reçoit dans ses courriels un mémo secret indiquant que les États-Unis sollicitent l'aide de la Grande-Bretagne pour rassembler des informations compromettantes sur certains délégués du Conseil de l'ONU afin de les obliger à voter en faveur de l'invasion. S'ils votent contre, elles seront divulguées publiquement. Stupéfaite, Gun hésite à révéler la machination liée à cette intervention illégale. Malgré tout, elle envoie anonymement le mémo à la presse afin de tenter d'empêcher la guerre qui s'annonce inutile et aux conséquences désastreuses. Mais, en choisissant d'exposer cette vaste conspiration politique, la lanceuse d'alerte met en danger sa vie, son couple, sa liberté et son sens du patriotisme. Car sa décision est considérée comme une trahison aux yeux des services secrets britanniques.
