Synopsis
Aboard a commercial airliner, U.S. Marshals Terry (Malcolm-Jamal Warner) and Pete Nessip (Wesley Snipes), are escorting computer expert Earl Leedy (Michael Jeter) to a high security prison. When an apparent terrorist hijack attempt blows a hole in the airplane (Boeing 747), Terry is sucked out to his death, and the terrorists parachute out of the same hole, taking Leedy with them.Actors

In 1996, psychopathic career criminal Simon Phoenix kidnaps a number of hostages and takes refuge with his gang in an abandoned building. LAPD Sgt. John Spartan uses a thermal scan of the building and finds no trace of the hostages, and leads an unauthorized assault to capture Phoenix. When he is captured, Phoenix sets off a series of explosives that bring down the building, and when the police search the wreckage, they find the corpses of the hostages. Spartan is charged with manslaughter, and he is incarcerated along with Phoenix in the city's new "California Cryo-Penitentiary", where they will be cryogenically frozen. During their time "in deep freeze", they are to be rehabilitated through subconscious conditioning.

The story is told in flashback. CIA agent Marcus Jones recounts his final mission in the form of a confession to a Catholic priest. The mission begins when Jones's mentor in the CIA, Dietrich, informs him that his next assignment is to gather intelligence for the possible prosecution of American citizens Frank Smith, an arms dealer, and John Redvale, a hedge fund manager. Jones succeeds in being hired as Smith's bodyguard and accompanies Smith to the Redvale building, where Smith is supposed to obtain $100,000,000 in cash. Unknown assailants attack the vehicle in which Smith and Jones are travelling.
